I know that Sion got a VGU and Singed got a tiny VU and that Riot rarely updates skins out of a VU/VGU but will these skins get few updates to make them more Hextech rather than only "tech"?

Singed will be given a full VGU in the future and when that time comes his Hextech skin will be updated. The same could be said for Janna and. Anvia, except they aren't even on the radar for being looked at in the near future.
As for Sion, he already has mecha zero Sion, they won't make his Hextech skin anymore robotic than it is now. I like to think of it, as Sion if he was brought back to life with Hextech instead of black magic.
Maybe they're just earlier hextech models in lore? Like prototypes?
They should really do something about it. lol The Hextech Sion looks Sh*T (for beeing reworked lately) compared to the others
I'd rather think of those things as "hextech in the early days"
