I am fairly sure I know who OP is but I'll indulge him anyway.
Azir appears monogamous (there's a carving of "his wife, heavy with child" in... his story I think?) - So nope I guess J4 - no, Demacia just would not do that GP - yeah, if he's ever had the libido for it Swain - no, he has other matters to attend to Zed - I mean apparently much of his body is scarred by shadow so idk how... doable he is. I'd give him a no.
If anyone has the opportunity to slay I would say it's not these three
As leaders they have bigger fish to fry, or motivations that take more center stage or happen to be giant birdmen who may or may not have the proper equipment. Plus as an aside aside from Jarvan they are all older men so their sex drives aren't so hyperactive anymore
If Demacia is truly based on European Kingdoms then hell yeah.

Honestly from what I have seen its probably going to be the adventurers and vagabonds like 
who are crushing it WAY MORE consistently, never putting down roots wherever they go.

because him locking in with Xayah and dumping the massive abundance that he probably had before with women for one girl to me is not representative of his character in my experience just fulfills the female fantasy of "taming the beast" aka getting a pre-selected male to drop sexual freedom to enter into monogamy with one woman which is massively validating to women, but not realistic imo.
That's just the thing though sex in League of Legends is so often not addressed in a meaningful way but is just teased as a way to appeal to a teenage demographic. So I can only use logistics to tell you who COULD slay theoretically not who WANTS to because Riot never brings it up. They are getting better at though. We saw some of Darius's love life in his comic so I get a picture of what he's like, there is the afore mentioned Xayah and Rakan which is a step forward even though Rakans' motivations for wanting to be with Xayah don't add up. It's a step forward for Riot for sure, but for the most part my answer is a half-hearted shrug.

Azir, yes, he wants to expand his bloodline as hard as he can.
Jarvan IV, nah, he was born and raised in the palace, and his love is for the dark and twisted magic outside of Demacia, namely a dragon 
everything else just bores him.
Gangplank, oh yeah, he definitely had one, Illaoi even had a swing at his low hanging fruit.
Swain, when he was young, probably, but now he has no time for temptations of the flesh, he gets off on more... mindful activities.
Zed, probably like Azir, he needs to crank out the babies to fill his small order of shadow ninjas. Much like the story behind the Daughters of Aku from Samurai Jack.

I think that's a yes. I doubt the other leaders do though. Maybe Gangplank when he was still in charge and after Illaoi broke up with him.

GP, not on board, no. I'm sure he has the brothels he visits in his downtime on shore tho. But none of them could suffice as Illaoi did. Those... tentacles, the giant idol which served as a great buttpl-- anyway.
Zed, most likely not. He's got plans. He's gotta kill Jhin, the Vastayans, Noxus, enemy clans, etc. He's a cold blooded killer with an even colder Shadow Blade. Perhaps Syndra could come into his life and fix that... ;)
Azir - Yes.
J4 - No. He's a good Christian boi.
GP - I wouldn't call it a harem, but he probably goes to brothels.
Swain - No. Too busy with his plans. Could possibly have LeBlanc as a concubine, if anything.
Zed - Same situation as Swain. He's too busy with his plans. Probably doesn't love anyone to begin with.
