I guess it was initially planned for Eternum Cass's release, but was pushed back, potentially for quality concerns, potentially because things got shuffled around and forgotte, things like that. These things happen sometimes.
The icon was created based on feedback that basically every skin this year had an icon released along side it - even some of the one offs. It felt shitty that a champion who waited 4+ years to get a new skin also got shafted on an icon, too.
After developing this icon, we've been discussing why we make icons. This may mean that every skin won't have an icon, but we want to make sure we're making icons for the right reasons.
Anyway, the icon is beautiful, good decision they made
There is a game mode coming up. It might mean that Cassio is going to play a part in it.
