The top one looks like more like Lux than the official one at the bottom. Soraka has pouty, small lips, so that wide mouth doesn't fit her, and her eyes aren't large and doe-like like Soraka's eyes are.
It's a pretty boring skin either way. They had the option to do a cool snow-fawn skin but decided to go for the boring blonde-snow-mage-concept. Yawn.
Remove her crown and keep the horn

The nose still needs fixed. Also the lips on the official one more resemble Soraka than ur edit.
Neither looks like Soraka tbh, but I guess that it's difficult to translate her into the same generic line as other doll-faced female champions in the first place. Why they push her so much lately is beyond me, but it's really ruining her image.
I prefer the Riot one , this is a Winter Wonder skin after all , alternative Soraka

The skins team does some great work (more Coven line pls) but I'm not a fan of how some champs get humanized in their skins. Tango Eve was another example.
Problem is that Snow Day Soraka actually looks different from actual Soraka. So it's better to base it off the skin and not the base.
The mouth in the official release looks more like Soraka, but the face shape in the edit looks more like her too. A combination might work best.

I personally think the one on the top looks the best. If yours is the one on the top, then I 100% agree. I like the top one's strong jaw line and cupid's bow. Make's her look mysterious and serious.

Only thing I'd change on yours is put the hair over her eye edges rather than vice-versa, otherwise, yeah, yours seems way more fitting
I wasn't really fond of the face but couldn't figure out why. This illustrates it, and I much prefer your version now.
take the nose, face shape and pupils from the top, the eye shape, lips (at least lengthwise) and eyebrows from the bottom one
make the cheekbones a bit higher
the ear's positioning confuses me in general though
