With them making a big deal over new particles after giving her a new texture it makes it feel like Morgana is going to remain on the back burner in terms of champs who get new models. She's not terrible, but her spaghetti arms and very dated/lacking animations are really dragging her down.

since Morg would be Yi level update and shouldn't be terribly difficult imo.
Morg has a lot more problems than just a bad model and animations though, particularly with her thematic and lore. As it stands we know Poppy and Ryze are already planned for this year, and as far as I know Morg isn't planned for this year. Might change, as things do, but that's it as it stands.
Will this affect the releases of Champion Updates? Nope! This isn’t a project done by ChampUp, so it won’t affect any of the upcoming projects in the slightest.
TU's are handled by a different team and it will not slow down her eventual VU at all. Doesn't mean it'll happen anytime soon, but it won't happen any later than it would have already, don't worry.
As for the particles, things like that (if memory serves) are usually one or two Rioters saying "Hey, I did a thing".
If so, they definetly should try a one where she isn't so anorexic...or at least previews (assuming that's what they do before they release new skins) first. Agreed!
I remember IronStylus mentioning he would like to do relaunch for both Kayle and Morgana. I could see a double relaunch happening but not this year. They both need some fleshing out and suffer from different visual problems, especially their sizes.
