Probably a dumb question but if Nami can buy boots, why can't Cass?

Nami uses them as hats.
Most of League wonders that too, but there's something worth considering in that rework:
Cass got compensation for the loss of her boots in the form of both her passive compensating for them, and her Q giving a pretty large move speed boost on a damage skill.
Nami's move speed is directly tied to using skills on one's self for mana expenditure, and doesn't actually scale in excess.
Furthermore, Cass's passive allows her to straight build 6 Damage items. Nami's only generally allows up to 5 items, so Cass actually has more access to damage/utility output.
Why doesn't Hecarim get to buy two pairs of boots?

All those champions don't need boots.
For the same reason why swords and knives make bullets, energy blasts, arrows, bolts, rockets, playing cards, kunai, darts, throwing axes, feathers, and whatever the hell Sivir uses more powerful.
