Doubt it will be an ultimate, but a legendary? It could very well be, as Xerath seems the perfect embodiment to the Dark Star, way beyond Corruptants or Dark Cosmic. Untamed power and endless hunger
I honestly doubt he'll get one, the more i look at the champions in the theme, none of them have a cosmic / elemental type kit. So it's probably unlikely he'll see one as Riot tends to give champions skins that explore other themes. His base is already a cosmic being of energy, so how would a dark star be different?
