I'm talking basically just a visual update/model/SLIGHT lore rework.
My votes Amumu because he looks like a little green trashcan. And i'm pretty sure I need Fennec Fox Shuriman Yordle Amumu. My Life depends on it.
His looks and animations (not skills, they updated these, but everything else) are absolutely terrible. It went so far that it even started ruining skins for him.... When his Lancer skins dropped, many people wanted him to get a new walking animation.
But Riot refused to give it to the skin and now we have these Lancers skins with jets, waddling around on Summoner's Rift. He also has many other terrible skins. One of them is even in the legacy vault because it is literally just a chroma that got sold as a complete skin back then.....
And the worst thing: His voice lines. Blitzcrank in the new lore is supposed to be an everyday hero. He is saving the people of Zaun from the many dangers they have to face. We even got a short story about him saving some people from a falling elevator.
And then you listen to him in the game and notice, he constantly just talks about exterminating everyone and that he wants to end humanity....
Similar problems like Blitzcrank. Her looks could use some improvement. She is not some ancient doll, she replaced her body with hextech. It is hard to believe that the technology used to augment Camille's body is the same that makes up the entirety of Orianna's body. Her movement looks ungraceful, like some amateur has built her. Which Orianna definitely is not.
And her voice lines are the same like Blitzcrank. She is an absolute angel in the lore, she sacrificed literally everything to save a bunch of kids in Zaun she didn't even know and her father.
But she constantly talks about how much fun killing is....
Simply because of the potential. Piltover has changed alot over the years and Riot has nailed down a very specific aesthetic for this region. Caitlyn does not fit into Piltover anymore, she doesn't look like a Sheriff in this highly advanced city should look like.
Funnily enough, I think most ADC's deserve an Ezreal-level rework
- Her current kit boils down to a flowchart. An updated model, preferably that matches her (amazing) cinematic, along with tweaking her abilities to really sell the young, dark fire mage would help bring Annie into the current decade. She doesn't need to be difficult with all sorts of dashes and skillshots, just something to give her more options in combat and feel more fiery and active. Seriously, you could slap her kit on an ice mage and it would probably make more sense.
- His abilities are the definition of outdated. Just look at the ability icons! He just jumps on you and starts attacking and there's very little you can do about it. Facerolling on your keyboard and clicking on somebody doesn't really scream "master at arms". Something a bit more skillful, or at least that feels more skillful to play against, would be a good addition to his kit. Honestly, he could probably use a full VGU, but a minor one might work.
- The mistress of deception... who's entire kit is telegraphed and her combo is throwing herself at you, dumping all her cooldowns, and running away. Not exactly subtle. She could use a new outfit that isn't composed entirely of straps and is more fitting for a manipulative matron, as well as an ability or two that actually lets her deceive and trick her enemies.

Admittedly biased, but I just want her tails to come from a single place on her back. Her lore itself is fine, but her voice lines are still from when she was just a soul-sucking thot. And she could use a new W; other spells, even her passive, are fine.
I love playing Talon, but man his base model and animations are bad, he is not the worst looking (like 
or ), but he would really love some love. And also expand his lore, he literally has no character, nor exciting lore to get invested in.

- is definitely the one I'd like the most. His art & animations are really bad and he's got a lot of those shitty Chinese splash arts so it'd be nice to see those replaced. Maybe his kit isn't great, but I'd take a smaller scale rework if it brought a VU faster than a full VGU. I've always thought it would be cool if either Tantrum or Cry were moved to his passive and they went off automatically when he gets attacked... that'd feel thematic.
- I wanna see mostly for lore reasons. Other people have mentioned it but he's supposed to be a helpful good boy and he's the terminator in-game. Ori also falls into this.

- Both of these really should've been VU'd back when they got their mini-reworks a couple years ago, because they were essentially Ezreal-level reworks. They're both super old and clunky (visually) and could be VU'd with minor or zero kit changes.

Needs a full scale VGU.
Needs their incomplete VGU actually completed or made better. Karma has a terrible running animation, conflicting gameplay identities with definite problems with her kit (since they are constantly buffing and nerfing her right after), and a rushed VGU that is bad even said by Riot. Shen needs that stupid sword removed and a little better work. Karma has Shen's dance. Shen has incomplete and rushed animations. Karma and Shen both have completed splasart (minus Karma's base splashart) and only need ingame models and MINOR kit work. Riot doesn't want to do that.
We need a Yordle model update like they did with Tristana. I want to see all the Yordles look somewhat the same, have interactions with one another, and really go in with the Yordle.
Knowing what we know now, the above need SMALL scale VGU. I don't understand why Riot is not even doing that. These are some of the best champions theme/story wise and some are even depicted in comics with amazing visuals and stories. Why is is that they are unwilling to do more smallscale VGU and give us more new champions with over-inflated kits, terrible gameplay identities, and continue to focus on new and popular champions every year.

Amumu is a great choice. Someone mention Blitz, I think that's a good choice too. My vote also goes to Kennen, his model and animations are terrible, and he could be a really fun Champion to listen to and play as, with some hyperactive animations and VO to match.
I would love Lulu to get a base model update too, but really her skins look great, her face just looks terrible in her base, Bittersweet and Wicked. Just change her dumpy face and she'd be fine for a while. Even though I would love more for her.
There are so many champs like this, it's not even funny lol.
