All his skins are vampiric (Nosferatu, Marquis, Count, Blood Lord), his name is Vladimir, he has fangs, he controls blood and restores his health by it. Maybe it's time to finally become a vampire, instead of being a blood mage?

Krizalid1 votesI thought about the skin for him - Bearded old Vlad who sends bats to bite his enemies and then returns them and consumes them. His "W" instead of a pull makes him turn into a fog or into bats.

PerchancetoGame2 votesMy initial reaction was positive, but now I think that creative space would be better used on a new character. A vampire champ who has some lifesteal components but also utilizes other aspects of the vampire fantasy, such as shape shifting, speed/teleporting, raw physical strength and even demonic traits.
I hesitate to add biting since that would go into Warwick's territory, especially considering how his tentative kit rework seems to emphasize the theme of teeth and claws even more than what he has now. Then again, if this theoretical vampire character had some sort of rivalry with Warwick, some kit similarities could work - as in the case of Rengar and Khazix, who both fill the niche of a stealthy ambush predator.

You don´t really find much Hemomancers in the western culture, just some obscure rituals and such...and indeed some Vampires are shown to be Hemomancers, but it´s not a necessity to be undead to become a hemomancer. The skins mostly refer to Vampires as this concept is much closer to western cultural background than the hemomancer theme.
The closest thing to a necromancer in LoL is probably Karthus.

redniwediS2 votesThat is likely due to the nature of Sion. Sion gets stronger while in battle, so it is not completely out there to say he is also weakened while not in battle. After being locked away for so many years he would be incredibly weak. Considering his nature what would be the best way to artificially strengthen Sion? That is where Vladimir comes in.

Once upon a time there was a guy in the Northern Water tribe known for his excellent bending, he always worked excessively hard for greater powers and found the secrets of blood bending. He lost his mind and started using blood bending like crazy, he was banished from the water tribe and now he competes in summoners rift to further improve his l33t bending skills. He is now known by the name Vladimir the hemomancer.
