In regards to lore characters

So there are 2 characters in the lore that we have small bits of info about and id like to know just where are they? Both of these have been mentioned in the lore and are easily champion material. (I hope this is the correct place to put this)

C- looking through caits lore you see she never could catch or even see a criminal that goes by the alias of "C", Someone who is easily able to avoid a champion in the league deserves some recognition. Does riot have any plans for this person? or is he/she just left in the dust

Zelos - Looking through irelia's lore we see her brother is made mention, he enlisted in the ionian military and became a Sargent, The last thing known about him was that he headed off to demacia to try and get aid from them. However he went missing. An important note is that he left irelia as the defender of their home until his return. So obviously Zelos was the stronger of the two before his departure.

Both of these were characters I wanted to know more about since season 1 but since season 1 i havent seen hair nor hide of either of them. I would just like riot to give some information about them. Especially with the ret-con of the entire lore are these 2 just casualties of that and lost to the ages? Or does riot have plans for them?
