If Urgot spearhead Noxus faction update. What is a plan for Swain in this ?

I know this is too soon to tell but this is just my curious. If the team decides to use Urgot as a spearhead of Noxus lore update How could they update Swain lore in this process without a clear direction for his identity first? since Swain still has been waiting for VGUs?

The most possible way I can think of is what they did to Eve in Shadow Isle faction update last year. Anyway, I feel like this approach would not do justice to him because he is the face of modern Noxus. Faction representative like Viktor got his major lore update in Zaun event and I think J4 would have the same treat in (upcoming?) Demacia faction update.

I really hope that ignoring him in Noxus faction update by just putting a short description indicating "Coming Soon" wouldn't be a choice because it could be one of the most nonsensical deed Riot has ever made.

If I had to guess: Urgot will be looking into common Noxian society and what it means to be a 'hero' in the empire.

Lore that comes out with Swain will probably focus more around political intrigue in High Command.

Uhm I'd argue that if there is one champ who can represent Zaun better than anyone else it'd be Singed . I mean he is one of the earliest and most iconic champs of the game,uses chemicals which are much more common among Zaun-champs(and zaun in general) than technological gadgets,fits pretty well with zauns color scheme and I think his ideal of progress for the sake of science regardless of the consequences to others represents Zauns ideology better than anyone else.

And he did not get a big lore update.

Swain will be like Eve was for the Shadow Isles lore - given a vague bit of flavor with a story that doesn't actually have any relation to who they actually are, and instead focuses on their current dealings.

They do have a direction for him though... He is the master tactician of Noxus, how hard is it to write a story about a guy commanding armies and meddling in black magic behind the scenes. VGU's have nothing to do with lore, unless the champion is depicted in a serious fight, they are having problems gameplay-wise not lore-wise as far as I know.
