Why has Elderwood LeBlanc never been on sale yet?

Just wondering, Elderwood LB was released a year and half ago and it has never been on sale yet. It isn't even scheduled for september. In the meantime Wicked and Prestigious have been on sale like twice.

Is there a reason?
