Kog should be able to eat neutral critters

No mechanical impact at all.

If Kog stands idle near a critter long enough for one of his idle animations to play, he shoots out his tongue and snags them.

Kog is so hungry! He deserves a nice snack and a new idle animation would fill that void nicely.

Just to clarify: I'm talking about the eye-candy animals wandering around the map. Squirrels, snails, duck, ect. Not neutral monsters.

Might want to clarify that this is referring to the "eye-candy"/easter egg creatures, as "neutral" usually means jungle monsters

Maybe this is just my background in Starcraft showing through.

Neutral Critters are harmless eye candy things that wander around the map.

Neutral Creeps (monsters in League) are neutral things that fight back.

I also want an interaction with Malz since Kog is his only friend.

Sounds kinda cool, though I dunno if kog actually eats like that,I mean he looks more like he'd spit his acid all over the critter and then slurps them up,rather than just eating them regularly.

Well, his Lore says that he eats stuff.

And it was eating things in a fashion that a bunch of random nomads were able to recognize as eating. Remember, anything that happens on Rift has next to no connection to the actual game world. Kog's Lore doesn't say anything about scary projectile vomit, rather it talks about scary acid dripping out of Kog's mouth.
