Ascended get the power from the concept they merge with, but thats about it. The concept doesn't influence their actions or talk to them. Meanwhile, for the Aspects it does. It also gives Aspects knowledge of the past and shit like you can see with Diana
Targonian aspects are celestials, whose powers have entered mortal hosts. Such as Atreus, into whose body the celestial aspect of war has entered. Meanwhile the ascended (Shuriman) are just former mortal humans who have been ascended by the power of the sun disc, a magical artifact. The Targonian ascended basically have actual gods in them while Shurimans just have the power of the sun disc.
"Are Aspects and ascended celestial avatars in 2 different region?" is a weird question. The Shuriman ascended roam in Shurima, there aren't that many left to begin with. Nasus, Renekton and Azir have a reason for remaining. Former Shuriman ascended, the Darkin, on the other hand roam across Runeterra after being imprisoned in their weapons after the Darkin wars. The Targonian ascended (the guys with gods in them) hail from all across runeterra, like Taric is a Demacian, while Atreus actually comes from one of the Targonian tribes. They just go where they are needed and aren't bound to the mountain in a sense that they cannot roam far from it. Hopefully this helped you a bit.
In the past it looked like the difference was that the aspect and the human host would merge, basically making them 2 beings in one body, wheras the ascended are simply granted power by an aspect, but don't merge with them. But this is simply based on our own perception of these beings. After all there is almost no aspect who isn't influenced by their aspects, wheras no ascended shows any sing of having a second being inside them.
However a rioter once talked about how the ascension ritual changes peoples bodies depending on their own mindset, so the shurimans turn into animal-people because they have a lot of animal-symbolism in their language. And they also talked about how Targonian ascension would likely be connected to celestial symbolism, which is exactly what the aspects do(like Zoe representing the concept of change through the image of twilight), so it is really questionable if there truly exists a difference between the 2 or if the ascended that we saw so far simply have aspects that don't influence their will(like Tarics)
Aspects and Ascended are completely different but that does not mean that a Aspect is necessarily more powerful than a Ascended
