How much does new technology effect the abilities given to champs?

So the other day I was watching an Ivern video and was scrolling through the comments when I found someone who said in reference to his ult "Now that we've improved our A.I. technology with Yorick's ult let's give it to everyone!" Now this comment was clearly a joke however, it, along with the fact Ivern's W is an ability that was removed from Caitlyn because they were unable to make it work at the time, got me thinking, would something like that have an effect on the abilities they give to champions (ex. If Riot improves their ability make spells that effect terrain, will there be multiple champions made in a small time frame with terrain based moves?). I thought it was an interesting question I wanted to know if anyone had any insight on it.

Well if you look back a little bit,you'll notice that Yasuo and Braum,the 2 only champions who are able to block enemy projectiles,came out pretty close to each other(only vel'koz was between them).

So it is possible that riot creates a new technology and puts it onto multiple champs,however I think they are aware that they need to differentiate their champions as well(after all Yasuos and Braums shield blocks work quite differently and are so far the only ones in the game)

Since they now have the technology to do it, they might play around with the idea more often, but they usually try to keep new mechanics unique to champions (if suddenly everyone had a terrain ability that would take away the novelty).
