Rioter stated that Urgot is the next who will be getting his long awaited VGU after Galio. Just wait for official declaration from the team at the end of this month or the beginning of Feb.

I think that depends on what the mid season update is. If it's Divers i think or will be after Eve. If it's tanks those 2 wont be started until 2018. In that case it's kinda hard to tell who would be after Urgot and Eve. Maybe like

Mordekaiser or Irelia seem most likely.
Hoping for Morde or Irelia, honestly. Nunu could prob use it, but at least he's unique.
I really want either Nunu, Morde, or Swain. All three don't live up to their theme, two of them have been broken for some time by Riot. And all of them are outdated.

I guess that pretty much everyone of these "strong candidates" you mentioned will likely move up to tier 1,one eve is done.
I mean just because Eve is the only "tier1"-update left,doesn't mean that any of these 5 is suddenly just as important as her.
Actually they said he was just looking good so far, but it's not 100% as it's always subject to change.
