I assume they mean Bilgewater's about a sea faring society that hunts sea monsters and is a conglomerate of various races and nations from across Valoran and its various isles.
Also Bilgewater has four human champions, only one of which is a pirate. That's like 25% pirate representation.
So Bilgewater isn't 100% about pirates, even though there are pirate around.
I suppose. This is me going off of what we've seen from the Bridge and stuff.
Its obvious that Bilgewater is about a volcano in the middle of the dessert, duh... everyone knows that.
