The voice acting or this skin sounds like Sivir more than Vayne. I tried looking it up but I didn't have any luck. Did Riot change actors?

Im 99% sure they did. The particular raspiness to her voice just screams Sivir.
SADLY yes :( and as a Vayne main since season 3, I am disappointed.. I loved her original voice <////3
