How is the recreation of Shurima going? Did Azir come to the people and said: "Hey guys, I am Azir and I just came back from death and I am recreating my Empire, kneel before me" or something like that? Or present Shurimians don't know he was resurrected? Also some Rioter told me when I asked when Shurima wasn't desert and what thing did turn it to desert, He said Shurima was always desert, but there is Lissandra's quote where she say that Shurima had not yet been swallowed by the desert when the Frozen Watchers lived in the Freljord. Sorry for my English.

Shurima was a desert during Azir's reign, but it hasn't always been a desert. My personal assumption is that the empire's rabid use of magic effectively dried out the natural magic of the land, turning it in to a desert, but that's just my thoughts.

Presumably Azir's going around raising old structures and cities out of the sand and is probably trying to make contact with the other Ascended like Nasus and whoever else might have existed in his era that's still around now (who is also not an enemy of his like Renekton and Xerath are). How he's gonna go about bringing people in to the empire I dunno, but people might have already went to Azir and put themselves under his command or he might have appeared to Shurimans and offered them safety and refuge in his revived empire. Alternatively maybe he'd prefer structure before getting citizens involved, and is trying to get the necessary infrastructure going that's key to his newborn empire surviving.

I dunno, just things to think about.

Shurima was always a desert, what Lissandra meant was the EMPIRE of Shurima being swallowed up by the desert. She is referencing it's downfall during Azir's failed Ascension.
