It just doesn't look like the splash honestly.
it's a ponytail that's a bit shaggy and overall the best way a ponytail can be done on a guy (imo). It fits his vagrant/on the run theme.

The model is honestly sexier than the splash. The splash has him looking a bit deranged and crazy, while his model makes him look collected and driven.

I think you're just nitpicking. The model isn't as detailed as the splash because we're not supposed to focus on the champion's details while we play and because the camera placement is too high for us to notice such thing. For a reduced model I find the details quite well done though.
The splash looks like he just broke out. His hair probably looks more like his model if he has the chance to bath or do something with it.
