On some older champions in particular, it would really go a long way.
eyes being different sizes makes him look really cartoony. His splash looks much better.

I'm not asking for you to make every champion as expressive as
(as awesome as that would be), but some touchups would be greatly appreciated.
Yordles should all have good facial expressions because of their big heads. Tristana and Poppy are good examples.
Nee Eve should become the standard for expression and body language for human champions. She has motion, but not overdone for her size on the screen.
Thats just my opinion.
The only thing I hate is open eyes when champs die. Most visible on Teemo. I know it would require texture swap or UV swap(if they can somehow manage to get some space on textures) on death
i kinda like blitz's goofy face.
The champions that you listed need visual update anyway what's the point in updating just their face
