Could we treat relaunched champions as new champs and give them a relauch skin ?

So , it has come to my attention that we have quite a few champions that are in line to receive a full relaunch (Sion or Poppy level rework). It also came to my attention that many of these have not received a skin in many year, due to a terrible need of a VU, so it is somewhat acceptable. But it is not fair to the champion´s main to have them reworked and still have to wait for a skin. I say this for I play a lot of Swain , whose most recent skin was in early 2012, and until there, ok. However , it took Riot almost 4 years to announce that he is in line to get a full relaunch, and until he gets a full relaunch lets give him 1 extra year , but it probably will be more. Then he gets his full VGU, great, now we have to wait a eternity for a skin again (Cries in Sion language). Come on Riot, Sion´s last skin was in 2011 , his rework was mentioned since November 2012, for his rework to come out in 2014. Now we are in 2016 and still no Sion skin. That is just unfair to the champion´s mains Riot. Treat each champion as a new champion and give them a "On Release" skin.
