His hair band is golden-yellow and he actually does have a cut in his collar. I know when developing him back in 2013 they probably had no plans for Taliyah at the time, but it's really cool how there's reasons for him looking like that now. Also does this mean that Yasuo didn't always have his hair in a Ponytail?
Yea, Taliyah mentions Yasuo's "Messy and tangled" hair when she first sees him. And at the end, she mentions the giving of the wool yarn as Yasuo uses it to tie his hair. And yea, It's pretty cute how Yasuo's hair (which seems pretty iconic for his character) now has a reason for being like that, simply because of companionship with Taliyah.

It's implied that he has worn it like that since he was a child, with the picture of a boy learning to use a sword and the line "When I watched my young brother Yasuo begin training": http://na.leagueoflegends.com/node/8513
It's more likely that he had abandoned the practice for some time while on the run, to avoid being recognized so quickly.
Or they just based some of the things in Taliyah's story off of Yasuo now, and gave more of a backstory.

When i read that part about Yasuo, I assumed they added it in so they could create 'Exile Yasuo' or something like that with messy hair.
