Yes, it is a legacy skin so it will be back usually during the Winter Event. You can also try your luck with the mystery gift as those can get you legacy skins as well!
Yes you need to own the champ in order to buy the skin. And yes all of those type of event skins like Halloween/Xmas are usually legacy so theyll be back during the time of year!
