Just some quick Lulu tips:
Lulu is a highly versatile champion. She can be the safeguard of your entire team if played well, and she can also provide excellent peel if built properly. If you're the solo (top/mid) lane Lulu support, then I guess your order might be q>e>w. These tips are primarily duo lane tips, but can be applied in general.
Q Defense: Lulu's q should probably be maxed last as the slow does not scale and the mana cost goes up. Offense: Lulu's q deals decent damage and can cc an entire team if aimed well. As a support, (offensive one) max q second. Mechanics: If you're offensive, try to make more use of your autos as they add up much faster than your q does. Use q primarily when being chased or when enemies overextend to make enemy adc's kiting less effective.
W Defense: Max w second. The mana cost stays the same, the polymorph duration scales up to 2.5 seconds, and the speed buff scales very well. Offense: Lulu's w deals no direct damage, but can make allies (or yourself) mobile as well as increase attack speed. This still isn't a bad idea to level second even if you're offensive. Mechanics: This one depends on the trade that's happening. If it's favorable, (you have more health and damage than they do) then you might want to just q the enemies and w your damage dealers as they can make up the damage. At earlier levels, though, I recommend using it on the enemies to reduce damage and make the laning phase safer for your adc. Additional uses: use it to get people back to lanes quickly, to chase, and to interrupt high priority enemy champions.
E Defense: As a support, e should always be maxed first. Offense: Save your e for shielding your allies unless you have blue buff or it's late game and you have all the mana you need. Mechanics: The two primary uses for your e are to shield your allies, and to position Pix for a glitterlance that may have been out of range otherwise, or even just to catch them by surprise. Pix aslo grants vision, so if you fear those Twitch, Shaco, and Akali mains will use their stealth, use your e on them so you can see where they hide.
R It's an ult. You level this whenever possible. Mechanics: Initiators (especially tanks and fighters)! You wait for them to go in, when they're in the middle of the enemies, ult them for a huge interruption on many enemies. It emits a slow field, so you can also ult when chasing enemies. It has a pretty low cooldown, and as a support, you want a lot of cooldown reduction, so I'm not dismayed at "blowing ult" for one enemy; especially a rather mobile one. Since it adds max health instead of healing, it bypasses grievous wounds.
