I've heard the rain be compared to music before...

It seems I've been called Arc now by those who have seen me. I guess its decent enough name, the one I was born with got left behind a long time ago... along with the land, titles, and wealth that would have come from it. It really wasn't all that much, a minor lordling expected to help their peasants live out happy, fulfilling, and yet utterly monotonous lives.

I craved adventure, well no not adventure... but excitement. My mother and caretakers always tried to keep me under lock and key when the weather turned for the worse, they didn't hear the call of the storms as I did, the call of life.

...each raindrop a note and its player, falling and splashing into it's part...

One of those storms changed me. I had no idea what would happen when I followed the music of that storm, it was beautiful, bringing with it water that would keep life on land going, and death to those that were struck by the booming lightning that played the parts of percussion. That at least is how it would have been if it was normal, the clouds let no light through, the rain fell with a cruel cold that sapped at the core heat of all it touched, and the wind brought a laughter from the Shadow Isle.

...each great blast of thunder heralding the raw power of lightning...

I laughed along with the wind and ran by it's side. The rain didn't bother me in fact the cold put me on edge and I felt alive. The lightless clouds boomed with thunder, rendering the pitch black bolts of lightning invisible, until one hit me.

My body screamed in pain, the dark energy pulsing through me, sending every fiber of my body writhing in agony. That bolt changed me, altering me for as long as it coursed through my veins, incorporating itself into my blood. It wasn't right, lightning was supposed to go into the earth, grounding the potentially fatal energy.

...its a song of life, causing all plants to grow, and allowing all creatures to drink...

It lasted too long, and yet not long enough. I adjusted to that energy and it warped me into the container it needed. The storm had ended, the clouds dispersed and the rain was only a light drizzle, the laughing wind was a fading echo in my mind.

I realized then that it was the constant fear of death is what let the living feel their life, it was a joyous moment, and I resolved to teach people this, to show them the true meaning of life, so they can feel it too. Since then I've lost track of how many people I've killed, each one lit up with life as I came with the power of that dark storm. I've followed the storms that move across the world.

...I bring no life, if I am a song, I am a requiem.

Today I follow a call, skills like mine are needed for a purpose that seems... interesting...

I am the storm that kills, no leash or power will ever bind me. So long as this... "Lord Ahimoth" proves to interest me I will follow, and when he stops... I will share the secret of life.

Abilities

Passive : Ionization

Arc generates ion charges while he is moving or attacking, generating 3 charges per second of moving, and 5 per basic attack capping at 100 charges. For every charge, Arc gains 0.2% attack speed and movement speed.

At max charges Arc's next ability will have an Ion Chain effect, consuming all of his ion charges.

Q : Mist Bomb

Passive - Arc Ionizes (10/15/20/25/30)% faster while inside a Static Field.

Arc hurls a statiky ball of dark mist to target area, dealing (70/100/130/160/190) + (65% AP) damage to units within a 50 unit radius of the targeted area, and half that to units between 50 and 125 units from the targeted area. The blast leaves behind a “Static Field” for 1.25 seconds.

Ion Chain - Targets that die from Mist Bomb explode into mist, dealing (17.5/25/32.5/40/47.5) + 16.25% AP to enemy units within a 60 unit radius. These blasts also generate ‘Static Field”s.

  • As this is still damage from MistBomb, the Ion Chain effect can proc itself, causing chain reactions.

Range : 600 units Mana : 65/72.5/80/87.5/95 Cooldown : 8 seconds

W : Lightless Discharge

Passive - Arc gains (15/17.5/20/22.5/25)% bonus attack speed and movement speed while inside a Static Field

Arc's next autoattack applies an "Ebon Conduit" debuff on it's target, causing Arc's basic attacks to deal (30/40/50/60/70) + 20% ap split evenly between all targets within a 100 unit radius of the original target, for the next 3 seconds. When Ebon Conduit ends, it deals (10/12.5/15/17.5/20) +5% ap damage for every basic attack on the target by Arc while they were under the effect of Ebon Conduit.

Ion Chain - Arc gains 7/9/11/13/15% attack speed for 0.75 seconds upon attacking the marked target, stacking up to 3 times for a maximum attack speed bonus of (21/27/33/39/45)%.

Mana : 35/40/45/50/55 Cooldown : 15/13.5/12/10.5/9 seconds

E : Vortex Rush

Arc stealths and dashes to a target location, at the end of the dash Arc puts up a “Dark Vortex” with a 140/145/150/155/160 unit radius around Arc for 1.5 seconds, enemies cannot see into a Dark Vortex from outside it. If a Dark Vortex is formed inside a Static Field, all targets inside the Dark Vortex have their Magic Resist reduced by (9/15/21/27/33)% for 2 seconds.

Ion Chain - Killing targets marked by Vortex Rush within 2 seconds will reduce all cooldowns by (1.5/1.75/2/2.25/2.5) seconds

Range : 400 units Mana : 70/85/100/115/130 Cooldown: 17/15.25/13.5/11.75/10 seconds

R : Ebon Storm

Passive - Arc's auto attacks now cause Arc to "Blink" towards his targets in a 225 unit range once every (4/4.5/3) seconds

Active - Arc overcharges himself for (4/5/6) seconds, removing the cooldown from his basic attack blink, and increasing it's range by (125/175/225) units. Additionally, Arc's basic attacks do an additional (50/75/100) + (30/45/60)% ap as magic damage. Overcharged auto attacks can't be cancelled.

Killing a target while under the effects of Ebon Storm adds 0.5 seconds onto its duration.

Mana - 90/105/120 mana Cooldown - 150/130/110 seconds

Auto attack animation - Arc's arm glows with a dark energy and sweeps out with it, smacking people. Crit animation - Arc puts one hand palm out, fingers curled, and grips it with his other hand. Arc then lunges.

Gameplay

Arc is a semi-traditional assassin, thriving against teams without broad aoe crowd control, and capable of launching themselves through a frontline and into the back. In teamfights, the goal of an Arc player will be to either find and take out 1-2 squishies and get out, or follow up a team fight and deal damage where it's most needed.

Laning : If Arc is in a lane it is undoubtedly mid lane considering the current meta. While in lane try to harass the enemy laner with the explosion effect from Dark Lightning, since Arc's ion chain works best while up close to any target don't bother waiting for it to charge with the Q, Arc's priority should be to hit level 3 first. At level 3 Arc has some amazing all in potential, gap closing with Vortex Rush will bring Arc right into the enemy's face, followed by a Lightless Discharge and Dark Lightning with the close proximity, Arc should be able to get the Ion Chain bonus off of both abilities, and benefit greatly from his passive attack speed buff.

However, only all in the enemy laner if you are sure you can get the kill. Otherwise focus on farming or roam to top or bot lane and try to help out the other laners.

Jungling : In the jungle it is recommended to take Lightless Discharge as the first skill, starting with Krugs and taking advantage of Ionization's passive attack speed. Prioritizing red buff over blue buff, Arc can gank at level two, using E to engage on an enemy and relying on the slow from red buff and the allied laners to provide crowd control to keep the enemy champion(s) from escaping.

For a smite item it is recommended to take either Skirmisher's Saber or Stalker's Blade, as Arc would be best suited to ganking as opposed to farming. Saying that Devourer is still a good jungle enchantment for Arc as much of his damage can come from on-hit effects. If Devourer is not an option, if Arc is behind by a fair amount, Magus would be the best bet for Arc.

Build and Items

Arc's damage is a combination of on-hit and ap, as an assassin building a high burst damage output is highly recommended. Items like Luden's Echo and Lich bane should be high priority for a bursty play style, whereas for attack speed and on-hit items, Rageblade and Wit's End have great synergy with his kit.

Fluff?

Appearance :

  • Arc is an albino male (no hair or eye pigment so their colours are white and red respectively)
  • His hair is almost shoulder length, showing signs that it hasn't been cared for in a long time, occasionally a small arc of black lightning will arc through it.
  • His eyes, although being red from albinism, do have Ebon streaks that sometimes flash out from the pupil.
  • Arc is about 5'4" tall, and seems to be in his early 20's although there is something about him that appears to be much older.

Target Aquired

The Ironspike Mountains are lovely, the clouds feel like they are within reach of my hands. The clouds do comedown more oft than not, and the mist can get so thick that a normal human wouldn't be able to see the end of their outstretched arm. This is where Ezreal's little party will be coming through, within the hour I knew. I was watching them for the last day or so, from the skies I can see most of the land at the mountain's base.

It was time to get ready. I faded, calling down to the clouds above, drawing them in. Soon enough the clouds coated the path the little party was coming down. I became as silent as the dead, and disappeared, a breeze in the mist. All I had to do now was wait.

I heard the wheels of the one large cart grind against the path, a lone horse pulling the load. There were five of them, other than the horse, all around the cart, the insignificants. Ezreal was inside, sulking... The little explorer was going to come out soon. The storm began, I pulled the winds around me and flowed behind the last man in the party, he was calling out to the people in front of him trying to get the attention of the others. His voice wouldn't carry, as rain started to pour from the sky and I appeared in front of him, his words were lost to the winds. A small jolt of lightless energy sent him off the mountain, his voice now gone forever.

I smiled as he knew the joy of living, I turned around and looked through the fog to the next disposable, two of them this time. One had tripped and the other noticed to pull them up. A blast of dark lightning sent the one on the ground everywhere, blasting the other off and down the side of the mountain. That time I let the noise echo across the mountain's face. The horse was startled and bolted, the other two of the party being knocked down by its sudden burst of speed. They could live, I didn't come for them.

I followed, dispersing back into a mortal wind and landed inside the back of the cart. The blast of arcane energy sent me right back out. I knew little of Ezreal, but enough to know that he can't just target me easily, I had raised a screen of dark clouds and he must have used the entrance of the cart as a reference to aim. I grinned, and rolled forward as a great wave of energy blasted down the side of the mountain, dragging most of the mist with it. Higher up on the mountain was Ezreal, looking shocked that I knew to dodge him, but we were in the storm, we were in my domain.

He recovered fast, throwing more arcane energies in bursts at me, a few hit, stinging me as I danced around the largest of them. This man knows how to live, and to make live, I found myself smiling as I absorbed abuse from him. It was time to help him live now, and I came towards him. I let the lightning become more than my blood, I let it become my body, and I rushed towards Ezreal.

Slamming against the young man I put a bit of my lightning into him, and began to laugh. I was ecstatic as I started clawing into the prone shocked explorer, the energy in my hands reacting to that I left in Ezreal. His limbs were all splayed out, energy trying and failing to get out, foam started to come out of his mouth, and I knew he was feeling alive, so alive... but I felt the energy I left in Ezreal begin to leave. Stepping back, I let the Ebon Lightning burst out from the corpse in front of me, and back into my being.

I walked towards the mound of meat and cloth, and pulled an amulet off of a chain. I reached into a back pocket and pulled out the folded document that brought me here, and confirmed my kill. I left the document on the dead body, who knows... they might send more people after me, more that can make me feel alive.

Now, where was I supposed to find that Shade person?


The Shade had appeared much sooner than I expected, and the eminent departure of it left me a little disappointed. All that was left from the visit was the small serpentine amulet in my hand, the chaotic energy that wreathed itself around it was appealing... although perhaps not what was natural to me. I killed for the sake of killing... no that's not right I kill to make people feel alive... but they lose their life?

This is annoying, whatever is in that damn amulet is conflicting with me... no not me, but... what? It must be something inside me if it isn't myself that it's fighting against... damnit something is wrong... but what?

I need answers, from something, anything... The storm that changed me came to mind for the first time in years,  where it came from and what I believed it to have done. I need to know... What's wrong with me?

Well I know at least where I must go, looking to the west I just... knew. 

I heard a ragged cough behind me, and smiled. 

Lifting the black snake near my mouth I say "I know you can hear me Shade, if anything this is a tracking device... You don't trust the kind of people you recruit eh? I need to learn something, I'm leaving Valoran for a while. I need to learn something off of the continent." Twirling the amulet between my fingers I knew that if I let it go I would be giving up my ability to notice the afflictions that are upon me. 

Turning around I walked towards the pile of nearly dead flesh, pleasantly surprised that my target's will to live exceeded my expectations. I kicked Ezreal onto his side so he could cough the blood out of his mouth. I brought my head down to his chest and listened for a pulse, which was there but ragged and almost out of place. 

It was time to try something, putting my hand over Ezreal's heart and closed my eyes.. Zap, Zap... Zap, Zap... Zap, Zap... listened... Zap, Zap... Zap, Zap... Zap, Zap... listened, and he was a little more stable.

The prodigy groaned and looked at me, eyes mixed with a strange mixture of hatred and fear.

"Hello explorer, I'm happy to see that you're still alive"

Ezreal's gaze tilted closer to the fearful side. I grinned a little, enjoying his reaction.

"I was rewarded for killing you just now, you know... the person who killed your lovely Luxana needs us to be proven to join their, whats the word... Legion."

The explorer coughed up blood trying to say some biting remark, but made his intentions clear. Only hatred was left in his eyes now.

"As a reward for making me feel alive and surviving my wonderful lesson on living, I'll let you in on that person's name..."

Ezreal fell silent, listening intently.

"Of course, you might want to try killing me first, in which case I'll be waiting at the Shadow Isle"

Ezreal coughed up more blood annoyed and angry at me, but the emotions I had seen running across his face right now were ones I had never seen on someone I had taught living to before... but they also mean someone is alive right?

"Their name is 'Lord Ahimoth', to be honest I have yet to see them, only a Shade that he uses as one of his hands I would assume, and I would also assume is still watching us here... regardless, I hope you live Ezreal. You've taught me something" and with that I left him, letting the storm course through my body and taking to the clouds like a bolt of lightning. There were answers I needed to find, and the Shadow Isle would have plenty of answers.

This vulnerability has also made Ezreal a danger to both our plans, and himself. Kill the prodigy before he reaches the safety of Piltover, and return to me with his amulet.

A shadowy vortex with piercing blue eyes appears behind Arc, recognizing the deed was done. There wasn't much left of the poor prodigy, it was a shame really. Perhaps part of Ezreal may have been relieved with his demise, but it's without a doubt that the boy's mind was tortured in his final moments. Arc did what was asked of them, more or less. It was time for the Shade to own up to his end of the bargain.

"Congratulations are in order, I would think." the Shade said, "It's a shame he had to die, but Ezreal's death will be vital in our campaign. As for his amulet..."

The amulet in Arc's hand dissipated into a cloud of black smoke which drifted away into the Shade's black vortex, which began growing larger, and spinning faster, soon taking in the ichor of the fallen Cartographer before disappearing entirely. Arc became confused at what just occurred, but felt in his hand the reward for his task. A pendant ressembling a black serpent sat in his palm, radiating chaos.

Arc had successfully entered the Dark Legion.

interesting Champion but you have two different ranges for your chains one 600 the other 650

Dark Storm, a nice theme, one I've always liked. Thematics all around. Anyway, to ask about abilities.

Abilities

Passive : Ionization (The Chainz) Chains move to enemies, I assume that only 1 chain goes to each enemy though, right? Also, can the chains instantly regrow after being 'expended'? Aka, if your champion is directly on top of enemies, he can just keep casting empowered spells? How high does the stacking MS and AS go? It only lasts for 1.75 seconds so I assume it refreshes.

Q : Dark Lighting (the color of mana, clearly) Do units killed by the explosions also explode? Very nice creep wave clearer even if not. I personally would suggest giving this ability a flat mana return, simply because readability is weird when we're not sure if it counts the explosions, and MR variability. Also because moving into a creep wave to leash them, using q to clear the wave with an explosion, and then auto attacking once could restore upwards of 200 mana, and I'm not sure that's a mana sustain mechanism you intended.

W : Lightless Discharge

I do like the whole focus on auto attacks charging up the backload, kind of like tristana's new E. I might recommend making the 'aoe' in line with Tiamat, because the aoe effect is too small to have a noticeable effect, though maybe not, because the damage is split between all targets.

E : Vortex Rush Your model needs to basically be on top of their model, but for this effect that is probably healthy, and because connecting your character models is the best way to get chains. This is generally meant as a dive-in and assassinate a target. I do wonder what the point of the stealth is though, because with a 400 dash range and unstealth at the end you would only be stealthed for about 0.2 seconds. I love the idea that to enemies you just appear to be walking in the same direction, we definitely need more 'wukong decoy' like effects.

R : Ebon Storm How fast exactly is this dash? I personally feel like the can't dash to the same enemy for 0.75 seconds should stay even if you dash to another foe in the meantime, simply because not having such a limit encourages the situation where you get two enemies really close together, then mash r on them both to ping-pong between them to discharge your procs and get 8 on-hit effect procs in 0.25 seconds. It feels like you designed this ability to encourage quick yasuo-like bouncing around.

Overall, I like the champion. He's a bit mana intensive, and needing to get in close with little survivability, but the theme is nice and I especially like some of the directionals you can give.

Let's see, reworked things…

His passive is sort of like a Statik Shiv, but slower to charge. Also, if it is just based on moving and not units moved, wouldn't it be simpler to have it passively stack (unless cc'd, if that interaction is important)? Usually this will result in 1 'Ion' charged ability in a fight, maybe two if the fight drags on super long.

Statik Fields are a neat concept. I just feel like his numbers on the Q and W are a bit low, but for low cool down abilities these work. I also feel like given that the Statik Fields last only 1.25 seconds, it would work smoother akin to Ekko's W, where it grants a one time pass-through effect. "grants +16/18/20/22/24 Ionization", "Grants 15/17.5/20/22.5/25% attack speed" or something similar.

For his Vortex Rush, The concept is nice, but I feel like the "cool down" Ionization effect should max out at 1 proc per cast, unless the ability to instantly refresh all cds on killing a creep wave is intended. Given his kit that might actually be alright though.

I really like the passive on his R, and the reworked way the blinking works through the ultimate. The active damage might be too strong on somebody with infinite long range blink, but his concept is mostly dive on a carry and relentlessly Akali them to death, so for that it works out.
