Since this post is relate-able http://boards.na.leagueoflegends.com/en/c/skin-champion-concepts/GQoXPrsn-the-sticker-system this is to create a new system to replace reports altogether [except 2] and have the community be able to police itself, essentially making be bad have more weight of punishment to it and being good gets you rewarded even in losses!
