New april champion concept: Carl, the midlaner
Carl is a an assassin. As a young boy his father always pushed him into the middle of group photos. His grades were neither top nor bottom, so he decided from then on that he'd always travel the middle way. Fortunately, when Carl joined the Institute of War on the Fields of Justice, he could always say "mid or feed" to get his preferred lane.
Passive - Ragefit: Whenever an ally champion dies, Carl goes into a ragefit, throwing out insults that hurts everyone close to him for 6 seconds. The damage goes up with level.
Q - Flashy: Carl shows off his amazing feats of agility, jumping over an enemy champion and landing the same distance behind them. This ability has enormous range, so he jumps further if he is far away.
W - Smack: Carl throws out a punch that does a chunk of single-target damage and knocks enemies back.
E - Spin-to-win: Carl spins around faster and faster for 3 seconds, dealing increasing damage over the duration. When the spin ends, he becomes dizzy, stunning himself for 1 second.
R - Dominate: Passive: Whenever Carl has more kills than deaths, he will deal 20% more damage, but receive 10% more damage in return. If he has more deaths than kills, he will deal 20% less damage but receive 10% less damage.
Active: Carl makes midlane his lane for 20 seconds, pushing all allied champions off it. Enemy champions take damage every second as long as they remain in midlane, and all enemy minions in midlane are feared for 5 seconds. Allied champions who return to midlane will be slowed and unable to deal damage to minions.
