Champion Concept- Nilus, Sovereign of the void

Hi guys, this is my first idea for a champion, and since im not really an artist or designer, I can only describe my idea using words. Nilus is a ranged attacking ap assassin. While I don't have lore for her, I picture her as a shadow mage who looks sort of like a darker version of kassadin.

Passive: Spirit Thief- Nilus steals the energy of her enemies, causing them to lose magic resistance the closer they are to her.

Q: Shadow Walk- Nilus blinks to a location around her, dealing damage and fearing all enemies for 0.4/0.5/0.6/0.7/0.8 seconds, with monsters and minions being feared for an extra 0.5 seconds.

W: Drawback- Nilus draws in all enemy champions around her, dealing damage.

E: Soul burst- Nilus shoots out a burst of void energy in a linear skillshot, dealing damage.

R: Shadow Impact- Nilus does damage in a circle after a short delay, slowing all enemies inside by 40/50/60 % for 1.5 seconds. Enemies that are hit by this ability receive a shadow mark. Nilus can reactivate the ability to dash to a champion who has a shadow mark, dealing damage.

Comments and feedback greatly appreciated. I can easily change the numbers if this champ seems overpowered or underpowered and I neglected to put too many specific numbers such as cooldowns because i'm not really a balance expert, and this post is just mean to be an overview of a champ. But basically the goal of Nilus is blink to a small group of enemy champions with her q, than bring them back in with a w, than finish them off with e or autos. Her ult can also be used as a gap closer and an engage tool, as well as a source of damage and crowd control.

For a first concept this is already well made. However there are some flaws I noticed while reading:

Passive: Not really an effect that you would need on an assassin (Ekko has a similiar effect, but additional burst) and the CD seems somewhat unnecessary, since the effect is quite lackluster. Definetly needs a changes that fits his kit more.

Q-Ability: Seems pretty solid and I am liking it so far. Maybe replace it with E (skillshots on Q ;P) and add some interactions with the other abilities.

W-Ability: Somewhat similiar to Diana's E, but I guess the range is lower. Pretty okay, but nothing groundbreaking.

E-Ability: Limiting it to ult seems restrictive and I feel like combining it with his other abilities, would make more sense.

Ultimate: I am suprised that it doesn't deal any damage on the initial effect and the secondary effect seems quite lackluster.

Overall: He seems to lack a theme that connects his kit and establishes a playstyle. Unless one of those abilities has a very unfair scaling this champion is a pretty weak assassin, since he has little counterplay with his high CC and a rather basic playstyle QWRE.

Honesty, the main thing that bothers me about this is sometimes you refer to Nilus as him and other times as her. If that was intentional, then that's fine, but I thought I would point it out in case you forgot to change it in some places. Her abilities seem pretty decent, but I think it's a little overpowered for her to have CC on every ability. Even champions that have ridiculous amounts of CC like Leona, Nautilus, and Lissandra have 1 ability that doesn't apply any CC. I actually think you might need to cut it down to only 1 or 2 abilities that apply CC, since Riot doesn't really like assassins that have a ton of CC (for example, both Leblanc and Kassadin losing their silences). It's a pretty good start though, and I like to think I'd pick Nilus if she was a champion in the game.

You really need to clarify this. How much attack speed do they lose? How long does it last? What is the maximum they can lose, if there is a cap? Why is an assassin even worrying about dueling?

Q: Shadow Walk- Nilus blinks to a location around her, dealing damage and fearing all enemies for 0.4/0.5/0.6/0.7/0.8 seconds, with monsters and minions being feared for an extra 0.5 seconds.

Again, I can't really say much without numbers. What's the cooldown? How much damage? What's the size of the radius? All these things are super important to know

Numbers, numbers, numbers XD

Avoiding the numbers spiel again, this is just kinda... meh. Just a regular old damaging skillshot? Give it some flair, something unique, something to make this champion stand out on his own.

The concept seems solid enough, though at the risk of sounding like a broken recorder, you do need to give the numbers. How big is the circle? How much damage? How long is the delay? How long are enemies marked? From what distance can Nilus use the dash?

The idea isn't bad, per se. It feels kind of like a weird mix between Kassadin and Diana. But it does need a considerable amount of work to be able to stand on its own legs.
