[Champion Concept] Arco: The Remnant
TLDR: (Before the wall of text)...Basically the overall character concept is for him to be a very powerful sorcerer with the power to manipulate the elements of nature at whim. He's been unknowingly dragged into a war he must end, to prevent Runeterra from undergoing the destruction that was inflicted on his own world. He would probably still be dressed in his survivor's clothing, but perhaps an Ionian skin could be there, in relation with his lore. His role would probably be as either Support, Midlaner or Jungler, depending on how his kit would turn out in game (Riot take a lot of time to balance and shape champions, I've spent maybe little over an hour).
This is a work in progress as suggestions are made and some artwork (AKA Sketches) are done.

" His world was dying. Several decades ago the most violent war in the history of the universe was unleashed on his planet. It was not his doing, he himself was not responsible for the actions of those who came before him, nevertheless he carries the burden of the punishment that resides in eternal damnation. When most are asked what the most terrifying and cruel punishment could be, they would answer with torture. This was the pain that he endured. A lifetime along the sands of what was civilization. Daily reminders that at one point there was an abundance of life, but no longer. He walked alone, between skeletons of entire cities, burned away by man’s “greatest” invention. They claimed it was the weapon that would end all wars... Arco, as he named himself, was a tortured soul. Never in his life did had he seen another person. Soft footsteps sounded through crumbled structures, once office buildings where corporate zombies went about their dull, routine lives. Walking through the cracked and dusted expanse that was once a lobby, he ducked under a fallen slab of reinforced concrete, rendered useless by a force unknown to man until its re-creation. As he passed right through the building, shifting in the gray sand told the telltale sign of roaches, as large as a man’s torso, scuttling underground to find their next meal. Most inexperienced survivors of the initial destruction would be that meal, but not he. Just as they poked their bistre heads out of the dust, they would be stomped out, a squeaky crunch would echo through the labyrinth of the old world. Many old structures appeared as though they were hundreds of centuries old, finally conquered by the elements, although there were burned areas where one saw reminders of what caused this downfall... It wasn't until he was confronted by a horde of the "scorched ones" that he realized his power. One somber day under the eternal winter of destruction, he found himself cornered by a mass of these casualties of war, ghosts of their former selves; a grotesque sight of decaying and mutated flesh, the stench of death itself surrounded Arco. As the closest ones prepared to lunge onto the man and rip and tear him to shreds, driven by the same materialistic and greedy curse that plagued the ones that came before them, Arco fell to his knees. He had simply given up, countless days of running to prolong the inevitable, and he had enough. He close his eyes as he prepared to let go of his life, but his world did not want it to end. Arco waited for the pain, for the sweet release of death, but when he opened his eyes, he saw a great wall of rock has separated him from the scorched ones. Curiosity made Arco stand up, and touch the wall. He was surprised to see that as he touched the wall, it moved forward with his hand. He moved it faster, and the wall moves faster. As the wall pushed back the scorched ones he heard their anger, and their frustration grow. Arco punched the wall, causing the wall of rock to accelerate forward rapidly, crushing anything in its path. Later he found that he could light his campfire without flint or sticks, without touching it at all. When he was annoyed by the acid rain that fell, he discovered he could make the rain stop. When he fell off of a crumbling skyscraper, he found he could make the air carry him. He was astonished by his powers, but he didnt understand why he had them. For a world that was dominated by technology and science, it seemed silly that it would have been pursued if such magic existed. Arco was puzzled, but little did he know he was given the power of life, and he has barely scratched the surface of his potential. One night, during Arco's experiments with his new-found power, he attempted to try teleportation. A bright flash of energy was emitted around him, and in front of him sat a portal of some sort. Arco bravely stepped through. As he came back to consciousness he found he sat in a small temple in a place called Ionia. Arco was scared and confused, he had only meant to go a short distance, not to a foreign land. He asked frantically where he was, and seemed to be a bit crazy to the locals, they were scared by his state of mind; they knew of no such world that he spoke of. It wasn't his world after all, it appears as though he had traveled through space, and perhaps... time. It wasn't until a village elder explain that Arco appeared in a bright flash, falling several feet onto the ground that the villagers put to rest the notion that Arco was a madman. The elder explained he couldn't leave the man there through the night, else the Noxians might have captured him. Several weeks passed in the village, Arco learned the language of the people around him, and the geography of the world. He felt his damnation subside. He felt a debt towards the Ionians as well. Perhaps there was a reason for him being sent here, perhaps he could learn how to give his world a fresh start. And that was the day he learned his true purpose. That night, as Arco slept, Noxian assassins were sent to the village, slaughtering all the villagers without any resistance. Arco awoke to the muffled screams of someone in the temple, and saw a dark figure standing over him in the dark. His instinct told him to strike first, sending a bolt of fire through the silhouette. As the body hit the temple floor with a loud thud, the light from the flame illuminated the temple interior. Arco saw the other assassins, dressed in their black gear, and avenged the death that surrounded him, sending bolts of flame and lightning through the invaders. But the smart ones escaped his vengeance. With them spread the world of his existence. After that night, the death of the ones so innocent and hospitable to him made Arco ready himself for what he hoped he would never have to do... Arco would have to fight in another war... that once again, he did not start. He would have to unleash a punishment of vengeance, and at last, end all war. But Arco didn't know how it was to be done."

Every 3rd spell that Arco casts, if it hits an enemy champion, applies a wind rune that can be triggered by an ally spell, or basic attack. The wind rune when detonated deals 5/10/15/20/25/30/35/40/45/50/55/60/65/70/75/80/85/90 (+ 20% of AP)

**Protector Form: (Firelance) || CD: 6 sec ** - Fires a "X" of fire, all minions, monsters and enemies within the lines receive 50/80/120/160/200 (+ 15% of AP)
Avenger Form: (Firestorm) || CD: 20/19/18/17/16 sec - Rains down meteors in an area, dealing 40/ 80/130/160/200 (+30% of AP) per half second for 2 seconds (maxes at 800 damage vs champions and 700 damage vs minions and monsters)

Protector Form: (Stonebound) || CD: 10/9/8/7/6 sec - Two sets of rocks converge together, if an enemy champion is only hit by one side, they receive 30/60/90/120/150 (+ 30% of AP) and are slowed by 20/25/30/35/40 (+ 5% of AP). If an enemy is caught in the area between the rocks, they instead receive 40/80/120/160/200 (+40% of AP) and are rooted for 1/1.25/1.5/1.75/2 seconds
Avenger Form: (Mudslinger) || CD: 8 sec - He liquefies the ground and enters into it, turning the ground he passes through into mud, traveling in a straight line, and popping out 1500 units (or less) away, and deals 10/20/30/40/50 (+ 20% of AP), any enemies in the line of mud are slowed by 20/25/30/35/40 %

Protector Form: (Mystic Spring) || CD 15/14/13/12/11 sec - Opens a pool of water that heals allied champions for 30/40/50/60/70 (+10% of AP) health per second as long as they are in the area. The pool lasts for 2 seconds.
Avenger Form: (Icicle Gun) || CD 10/9/8/7/6 sec - Turns water into icicles, firing them in a cone that last for 4 seconds and deals 40/70/100/130/160 (+ 10% of AP) per second.

Arco taps into ancient knowledge, combining the elements together to end the fight, during this, he releases a pulse of pure energy in a straight line, dealing 100/200/300 (+ 25% of AP) magic damage. He also enables himself to cast 2/3/4 spells in their avenger form (he cannot use the protector form until he has used up the 3 avenger form spellcasts).
Hey guys; This is just a relatively quick champion concept i came up with. It draws a little inspiration from Avatar as well as Fallout, but I think the end result is a unique character that will hopefully better be translated onto paper through some art (comming soon, dont expect anything fancy, im not a great artist).
