A skin line that changes the language of champions?

So whenever I watch Korean players on youtube the language of the champions are changed and they sound so cool. Could a skin give you a different language and look? I'd really just be in it for the VO but hey, I'd pay money for it.

korean voices are disgusting and childish and he said they are cool... only good voices are the english ones. the rest... ewww... cant believe ppl actually use em... p.s im not native english or american so just no...
