Nocturne Buff?

As a Nocturne buff I think it would be cool if at lower levels his q was a shorter width and got bigger when upgraded and maybe a faster move speed buff on his q. Also, when he ults he would fear all enemies in range for 1 second because it makes more sense considering what nocturne is. A being of pure darkness
