Lore: When Urtistan was a thriving city, the mages were always creating cutting-edge technology to help the world. One of these inventions had the ability to lock people in time, never aging but slumbering while the world ran on without them. Ilil was proclaimed a prodigy in the first year of his life, when he was able to send himself from his crib to the edges of the city without moving a muscle. From then on, he was put through the most advanced magical schooling each year, always studying with no end. Eventually, Ilil decided he had had enough and chose to rebel against his society. He usually achieved this by pulling pranks on the city elders and not wearing the proper uniform befitting of a mage of the world-renowned Magus Academy. But the peaceful times for pranks ended when the city was attacked. Ilil fought with the rest of the mages, using his trusty slingshot that was meant for harmless pranking to spread damage across the battlefield. He slew enemy after enemy until he was coated in blood. But the Urtistanians were still at a disadvantage. During the battle, Ilil was caught by the enemy and tortured to the brink of his limits, slipping in and out of consciousness on an hourly basis so he couldn't teleport out of his prison. He always expected a rescue team to appear, but no one ever came to his aid throughout the hundreds of years of his torture. Eventually his captors released him, dumping his ravaged body in the ruins of Urtistan. Ilil slumbered in that spot for a week until his body could work again. Ilil woke and surveyed his surroundings, seeing the mass of debris and the scorches of the Rune War. Ilil then made his way through the ruins of his home, observing the burnt remains of the people he once knew. He then noticed the clock tower still stood unmarried and made his way inside it. He found Zilean's research about his disease and blamed Zilean's for not coming to rescue him. Ilil then set out to find Zilean and get revenge, shaping his harmless pranks into deadly weapons. Appearance: Young male with black mop-like hair and bangs wearing an open cream-colored linen shirt with buttons, billowing white pants, and sandals. Has faint dark green aura lining his body. Has a few body scars from the war. Either hazel or sea green eyes can’t decide between them. Role: Mage, possibly support Passive: Innate Time Stream: When an enemy is killed by any of Ilil’s abilities or Ilil gains an assist, he gets a Mark of Time, which lowers CDR of all abilities except for R by 0.2 seconds. Stacks up to 10 times and max stacks last for 15 seconds before being reset. Q: Look Out!: First Activation: Ilil uses a slingshot that fires 2 water balloons at the target that slaminto the target for magic damage. Slows enemy for 4.5 seconds. Second Activation: Ilil sends the balloons into the time stream, making them disappear and reappear 0.25 seconds later on the enemy’s left and right, hitting the target for increased magic damage. Slows enemy for 4.5 seconds. I don’t know what targeting would work yet but some sort of skillshot like Lulu's Q? Cooldown: 9/7.5/6.5/6/5.5 seconds With Innate Time Stream at max stacks: 7/5.5/4.5/4/3.5 seconds Cost: 35 mana at all ranks W: In a Blink of an Eye: Ilil travels into the future, dashing up to 3 times and dealing magic damage to nearby enemy champions each dash. Each time he dashes results in less aoe damage. Slows enemy for 3.5 seconds on first dash. Only has 5 seconds to dash again after each dash before ability goes on cooldown. Similar targeting to Kassadin’s Riftwalk. Cooldown: 15/13.5/12/10.5/9 seconds With Innate Time Stream at max stacks: 13/11.5/10/8.5/7 seconds Cost: 40/50/60/70/80 mana E: Sticky Spot: Ilil glues the enemy in one place, stunning them for 0.75/1/1.25/1.5/2 seconds and dealing magic damage over time. Cooldown: 9.75/8.5/7.75/7/6.5 seconds With Innate Time Stream at max stacks: 7.75/6.5/5.75/5/4.5 seconds Cost: 30/40/50/60/70 mana R: Eat This!: Ilil barrages the opponents with pies, each pie dealing magic damage plus a percent of Ilil's AP Cooldown: 125/105/85/65/50 seconds Cost: 100 mana at all ranks Side Note: I’m horrible at making stats for damage so if anyone could think of some good numbers for me I would greatly appreciate it. Please give me feedback I know it isn’t perfect yet. Also, for the artistically-challenged like myself, could someone draw Ilil? Thanks! His name is pronounced like Ill-eel.

Checking in with contestants. You do satisfy the requirements for Urtistan as is. If you make changes just reply to this comment and I'll check again.

Some questions, How does the targeting on R work? Who is priortized? Is it more likely to spread damage or focus it? Can it be avoided or is it targeted? What range of effect does this ability have? How does the CDR from the passive interact with CDR from items/runes/masteries? It looks like it could make some of the CDs negative or zero depending on how it stacks.

General comments I'm making to all contestants, so don't take this as critique. These are things that you may already have considered, but if not you should keep in mind: Make sure the kit flows well together. Would it be fun to play the champion? Do all spells make sense for your character to have based on the theme? Do all spells/skills make sense for your character to have based on his/her role? Does your champion have both weaknesses and strengths? Make sure your spells are balanced when considered individually and within the whole concept.
