I used to be a Hecarim main in season 5.
Wanna know why he's primarily played in the jungle now? Because they nerfed his "ghosting" passive (ignoring unit collision) which single-handedly made him viable top lane, and it was really upsetting because top Hecarim was more fun. Not gonna lie, I felt dirty playing Hecarim because he was super unfair when he could walk through minions, Q, and walk back and there was nothing the enemy could do about it (abilities don't draw minion aggro). The Rioter that nerfed him said something along the lines of "if players are playing Hecarim to avoid the unit collision, then I think it's better we fix the unit collision but Hecarim shouldn't get a free-pass" (keep in mind they nerfed him when unit collision was aids at the beginning of S6 or preseason 6, can't remember)
Now if Hecarim was OP because of this, think about EVERY toplaner having access to this. These boots would completely change the top lane meta to bully-type champions and make the game more agonizing than it is.
Minion block might be retarded but these boots would cause more problems than they would solve. Riot would be better off fixing minion block instead of creating a band-aid solution.
And honestly the minion block isn't that bad. If you think THIS is bad then you probably don't remember earlier this season where it was absolutely disgusting
