idea of a melee AD wind based fighter/ assassin/tank

This may be a total bust, but i would like to try my idea on the LOl community. I have a rough idea of a melee AD wind based fighter/ assassin/tank (its a work in progress, and depending on stats). I don't have a name but a possible title could be "The Master of the Four Winds". if you like it and have any suggestions i would love to hear it, if you feel like being a dick......just don't be a dick please.

Passive: spells and basic attacks give enemies wind counters. a counter lasts only a few seconds. multiple attacks in a row will stack and reset the cool-down of the previous stack

Q: throws wind blades that passes through enemies in a line dealing AD (possibly slowing as well depending on number of counters)

W: a small vortex of wind blades surrounds him dealing damage to any champion/creep/monster nearby for a short duration (thought about having a damage increase based on counters but i felt that too much)

E: Active:may dash to an enemy with a specified number of counters (within a specified distance). Passive:the more counters an enemy champion has, the less damage you take.

R: Spins into a vortex causing DOT for 3 seconds(or a more reasonable time period) and enemies with counters, depending on the number of counters, will be: low counter(probably 1 or 2) will be slowed mid amount of counters(2 or 3) will be sucked in and slowed max amount(3 or 4 ish) will be sucked in and knocked up

That's all i have so far. again constructive criticism or a Riot rep response is encouraged.

Yo, I love the idea a ton. Mind if I borrow the ad wind thrower idea, change up the abilities, and give you credit? And if you do allow me to do so, I'll definitely be up for a duo collaboration.

(Okay, here's what I have so far. Just remember that all numbers and names are not final and can be changed. WIP.)

Caelum (Kay-Lim), Master of the Winds

Ranged AD Marksman: Health 525--2050 Health Regen 5.7--15.3 Mana 310--900 Mana Regen 7.5--19.5 Range 550 Attack Damage 55--105 Attack speed 0.625 (+0%--40%) Armor 25--75 Magic Resistance 30 Move speed 325

Lore: Didn't really go over this, but I will say that I kinda designed his kit around him being a bird-man. Look up mtg aven squire for an idea of what I imagined him as.

Passive: Free Spirit [Gains movement out of combat before flying. Combat and cc remove speed boost and apply slow, negates first cc] After 5/4.5/4 seconds out of combat , Caelum will begin gaining 25% move speed per second until he reaches 100%/115%/130% move speed, where he will lift off of the ground and begin to fly. Dealing damage, receiving damage from champions, and any disabling effects (cc),the first instance of said disabling effect being negated, will knock Caelum out of the sky, applying a 50% slow that decays over 2/1.5/1 second(s).

Q: Swipe Cost: 40/42.5/45/47.5/50 mana Range: 1200 Cooldown: 3/2.75/2.5/2.25/2 sec [Projectile that passes through units and deals reduced damage to units after first] Caelum swipes through the air, sending razor thin blades of air that pass through enemies. The blades deal 50/65/80/95/110 physical damage (+75% bonus ad) to the first target hit, dealing 30%/32.5%/35%/37.5%/40% damage to all subsequent targets. Applies 15 Updraft.

W: Swift Strikes Cost: 50/55/60/65/70 Cooldown: 24/23/22/21/20 sec [Auto attack modifier buff that increases attack speed, ignores resistances and applies aoe] Caelum speeds up his auto attacks for 4/4.25/4.5/4.75/5 seconds, turning them into deadly air daggers. The air daggers ignore 30%/32.5%/35%/37.5%/40% of targets armor and magic resist. When the daggers hit, they burst, dealing 50% damage to enemies in a 100 unit radius around the target. Auto attacks apply 10 Updraft while active.

E: Spiral Dive Cost: 50/45/40/35/30 mana Range: 500 Cooldown: 15/13/11/9/7 sec Caelum closes his wings rapidly, sending him spiraling through the air toward target location. Any enemies within 150 range on either side of Caelum are knocked back 300 units. Caelum can only dash over terrain if Free Spirit is active. Applies 20 Updraft.

R: Wind's Embrace Cost: 120/110/100 mana Range: 1600/2000/2200 Cooldown: 100/90/80 sec Passive: Caelum's abilities and auto attacks apply Updraft to enemy champions. The amount of Updraft on an enemy champions determines the effect Wind's Embrace has on that champion. Auto attacks apply 5 Updraft per attack. Updraft decays by 10 per second after 3 seconds of not being procced. Active: After a 2.5 second cast time, Caelum calls upon the wind to embrace the enemy champions. He summons a channel 650 units wide that applies a Damage Over Time effect for its 5 second duration, dealing 100/200/300 physical damage (+ 75%/80%/85% bonus ad) per second to all enemies. If the enemy has 0 - 49 Updraft, a 25%/27.5%/30% is applied to them. If they have 50 - 79 Updraft, they are rooted for 2/3/4 seconds. If they 80 - 100 Updraft, the enemies are instead pulled towards Caelum at 50/75/100 units per second. After casting, Caelum receives a debuff reducing his damage and attack speed by 90%, decaying over 5 seconds. Caelum can be interrupted during the cast, in which the cool down will be reduced to 10/7.5/5 seconds.
