An idea for a new wind based fighter/assassin/ tank champ

This may be a total bust, but i would like to try my idea on the LOl community. I have a rough idea of a melee AD wind based fighter/ assassin/tank (its a work in progress, and depending on stats). I don't have a name but a possible title could be "The Master of the Four Winds". if you like it and have any suggestions i would love to hear it, if you feel like being a dick......just don't be a dick please.

Passive: spells and basic attacks give enemies wind counters. a counter lasts only a few seconds. multiple attacks in a row will stack and reset the cool-down of the previous stack

Q: throws wind blades that passes through enemies in a line dealing AD (possibly slowing as well depending on number of counters)

W: a small vortex of wind blades surrounds him dealing damage to any champion/creep/monster nearby for a short duration (thought about having a damage increase based on counters but i felt that too much)

E: Active:may dash to an enemy with a specified number of counters (within a specified distance). Passive:the more counters an enemy champion has, the less damage you take.

R: Spins into a vortex causing DOT for 3 seconds(or a more reasonable time period) and enemies with counters, depending on the number of counters, will be: low counter(probably 1 or 2) will be slowed mid amount of counters(2 or 3) will be sucked in and slowed max amount(3 or 4 ish) will be sucked in and knocked up

That's all i have so far. again constructive criticism or a Riot rep response is encouraged.
