Does Riot ever accept ideas from the community for champs ,or have any of their champs ever been influenced or inspired by an exterior concept designer ?

Not really, mainly for IP/licensing reasons. If I posted a champion concept that Riot liked enough, they'd have to contact me, we'd have to discuss a deal, I'd get paid royalties, then if any changes were to be made I'd have to be consulted, etc., etc.
Basically, it's just more hassle than it's worth. Unless the champion was literally perfect on all fronts it'll never happen.

Riot may or may not admit it, but I imagine that someone, somewhere down the line had to have an idea given to them after reading another champion concept. Although there are only a finite amount of realistic things you can do in League, so maybe it's just coincidence :p
In the ToS they say that they ask you not to, but if you do then you lose all rights to the concepts, meaning they completely own what the concept is in any legal sense.
