How about toy soldier azir? its perfect and it would be great for Azir has the most less skins and i am not sure about underworld Azir but toy soldier azir is awome it gives all the details and picture it includes the tower , toy ruler(Azir) and his scouts.

At first, when you said toy soldier, i thought of the little green soldiers that i used to play with when I was a kid and I went like: Oh hell no. But the wooden toy soldiers and Azir being the king would be awesome! The little soldiers stabbing people with their bayonnettes instead of spears would be super realistic and i think that Azir looks even more like a King! Awesome Concept! If I was good with him, would buy! xD
i mean when i first thought of toy soldier it was awsome but underworld azir is pretty horrible
