I got 2 ideas (1 small change, 1 big rework) Option 1: Small changes They should make her Q proc more meaningful by adding bonus interaction with her other spells. Q: Same cd (or a bit more) , same damage but nerf mark proc damage by a bit and add bonus interaction with W E R. Reduce its cast time a bit so she can cast it after E and don't seem to clunky. Also every time Q bounces on an enemy, reduce its cd by 1 sec (so similar cd in lane but way less in team fights and she can actually contribute). Q can't proc Q marks but instead stacks the marks (max 2). One damaging instance procs one mark (R can proc more than 1).

W: Same AOE but move ms buff to Q proc and change buff so to 50%/55%/60%/65%/70% bonus ms that decays rapidly over 2 sec

E: Same but move reduce damage buff to Q proc and change buff to 10%/15%/20%/25%/30% damage reduction for 2 sec

R: Same damage per dagger but reduce channel duration to 2 sec (from 2.5) and priorities enemies with Q mark then low health enemies. Reveals target hit by the dagger if they are not in stealth. Hitting a target with Q mark increases its channel duration by by 0.25 sec up to 4.5 sec total

These changes are like the brand changes where she gains some tweeks here and there to give her more options. The new 4.5 sec ultimate might seem overpowered but she has to stand there for 5 sec which leaves her very vulnerable to cc and she has to set up 2 Q that hits all enemy champions. However this might encourage players to build tank so the scaling and base damage might have to change to reflect that.

Option 2: Big rework Give her a buff on damage but limit her with energy Passive: Reduce cd by 15 and increase energy by 50(max 200) when enemy champion dies within 3 sec of Katarina damaging them. Q,W,E all have small energy costs of 25 energy at max rank , either Q mark proc or W hitting a champion gives 10 energy

Q: Skill shot, similar to Karma's Q in terms of how it deal AOE on hit and same or slightly longer range. Deals 25% bonus damage to non champions and marks enemy champions for 4 sec. Marked targets take 20%/25%/30%/35%/40% more damage from Katarina. Same cd as live. Small hit box to allow weaving Q through minions

W: Charges for 0.75, showing the AOE before dealing the damage (meant to charge before E then E to deal "surprise damage"). Gains 50% ms when charging and give 75%% ms for 1.5 sec if it hits a champion. Buff AOE range to 450. Same cd as live

E: Buff range to 900 and becomes ground target AOE of 300. She vanishes for 0.25 sec and teleports to target location, dealing damage to all targets in the area. +1 cd to live cd

R: Same as live server R. Uses massive amount cost of 130 energy at all ranks but regens max 240 energy over the 2.5 sec (8 energy per dagger and throws daggers every 0.25 sec). Give it a missing health damage buff like how Veigar 's ult damage scale with missing health. She can cast W when channeling R.

This way she can still clean up fights and use her basic abilities after resetting but she has to really set up her ult so that she can have enough energy to clean up. It makes stopping her ult more punishing and higher priority because she basically can't cast any abilities with all that energy gone. To make up for the new limitations, she now feels like a nuking machine that doesn't do all her damage too quickly (one of the rework aims) with her W,E,R channels
