Statistics: Health: 493.5 (+85 per level) HPS: 6.725 (+0.08 per level) (Unique Resource/Passive) Hextech Battery : The Battery loses power from using abilities as well as activating the item to increase movement speed and attack speed. When using to move faster the battery will drain continuously. The item in inventory called Hextech battery can be upgraded for added stats and a unique passive. Starting battery power(100), max 400 power. Attack Dmg: 59.01 (+3.1 per Level) Armor: 30.3 (+3.6 per level) Attack Speed: 0.655 (+ 2.25% per level) and 0.715 when active item used. Magic Resist: 33.6 (+1.25 per level) Movement Speed: 345 and 370 when active item used.

Some of the base stats are subject to change.

Way to mobile, all you need is a stun and you'll have a Super Riven on steroids.

The only thing that wont make her as stupid as Riven or Yasuo or Lee is if she is handicapped by her battery resource, her movement speed decays for an 0.33% amount for every 1% missing of her battery life. Meaning 0% battery 2/3 the Max movement speed.

This however gives you an opportunity for a steroid ability; You can rework that bomb to be also an second self casting ability (she wont use battery life for casting this one no mater if casted on self or enemy). When she "bathes" in the liquid , the liquid conducts her life force and the boots drain it in to a battery energy and her HP goes down; 1% energy = 4% current HP. Can be interrupted, max duration 8 sec - max battery refill 10%, the 1th and the 2nd pull/second drain double. it would probably make sense that enemies that are painted by the bomb refund a little bit of energy back.

On the looks how ever... I don't like her a bit. Don't get me wrong I love ur idea and I really value the effort u have put in. Im just... This concept inspired me and I feel like Im on a brainstorming meting :D. You need to make those boots bigger , way bigger! - League is viewed from top and the legs are often obstructed by something, you need to make those boots go up to her hips, at least from the outside (she would need room between her legs not to walk like a duck :D ) and maybe cover the hips too, the force to pull off a kick like her Q comes from the upper leg butt and the back muscles and the stress from the hit is stronger in the hip. You can even make extensions go to her back(battery pack maybe). And I imagine her to be a more bulky girl in order to pull those leg extensions, maybe bigger shoulders to indicate strong back, you know like a professional swimmer.

I appreciate the amount of work you've put into this, but I hate the ability design. It sounds like exactly the kind of kit this game needs less of.

Q - Short range dash + knock up. (What's the point of the two part ability, anyway? So that the enemy can respond within the window of the first and second kick? Can you cancel after the first kick if you only want to knock the enemy back? What's the point of knocking them back, otherwise? Wouldn't that make it harder for you to hit the knock up?)

W - Okay.

E - Huh?! An unorthodox form of mobility? In League of Legends? That's heresy. In all seriousness, this is a sickening amount of mobility. I like that you went for an idea that sounds cool, and it does sound cool, but when people want to crucify Riven for having 2 mobility abilities this is questionable, which is problematic because it sounds like the heart of the kit.

R - A third mobility ability. Is there even a champion with 3 abilities that can displace your champion?

Passive: Gives her some movement speed to boot (pun intended). Just when I thought she wasn't mobile enough.

I hate to put you down considering you put so much effort into this, but it seems to me that everyone is praising this concept simply because you put so much effort into it without really considering how hated a kit like this is going to be. If people want to hang Riven for having 2 mobility skills (I'm aware there are other reasons, but this is a commonly cited one), Ekko for having an overloaded kit, Kalista for jumping all over the place... what are they really going to think of this if it actually goes through?

If Riot came out with this concept themselves people would be hurling dog sh!t at them for adding more "OMG FLASHY LCS CHAMPION LMAO". Frankly, I just don't understand this fixation people have with really zany kits. I'd prefer more down to earth, simple kits, that still manage to be robust and difficult to master. You don't have to have mad dashes and bounces and jumps to make an interesting character.

So yeah, sorry, I don't like it at all. I like the art, I appreciate the effort, but the kit concept is awful.

Wow, can definitely tell a lot of effort/passion went into this! Looks really good, but honestly... I'd rather they make a martial artist capoeira-esque girl character than Vi's bionic-legged friend. There are enough technology based characters running around the rift IMO, especially with these new skins.

#Passive - Hextech Battery/Gravity Boots

(Passive) Hextech Battery - Rae's (gravity boots?) gradually drain its battery when skills are used.

  • Base Battery Supply = 200 (250 since she starts with Supplementary Battery Upgrade) Battery Supply is a non-recharging resource used for Rae's basic abilities. This supply is refilled whenever she returns to the fountain.

(Passive) Gravity Boots - Rae starts each game with an exclusive item, her Gravity Boots, which permanently occupies one of her item slots. For 1000 Gold, Rae can upgrade them to increase their bonuses.

_ The battery will be a upgradeable item like ‘Viktor's’ HexCore. It can be upgraded 3 times. This item replaces normal boots upgrades (This champion can’t buy regular boots). After final form upgrades like (Homeguard) can be bought._

#Q - Double Kick Combo

(Active) – Rae charges forth into a one-two combo of gravity-induced kicks. Her first kick knocks the enemy back slightly and after re-positioning herself closer to her target she delivers a second one knocking them in the air. If the attack strikes a target, the cooldown is reduced to 10 seconds. If the initial charge doesn't connect with an enemy the attack will be canceled.

Damage (First Kick): 35/60/85/110/135 Physical Damage Damage (Second Kick): 70/95/110/135/160 Physical Damage Total Damage: 105/155/205/255/305 Physical Damage Cooldown: 14 seconds Battery Cost: 8

(On a side note: The scalings have been changed, but only because your math was terrible, no offense, and I assumed you wanted +25 per level lol)

#W - Paint Bomb

(Active) - Tosses a bomb at target area that explodes once it reaches its destination, dealing physical damage over 2 seconds and painting targets hit for 6 seconds, amplifying damage dealt to them by her basic attacks and Double Kick Combo.

Damage from Bomb : 20/50/80/110/140 + (3% AD) Physical Damage Bonus Damage to Painted Targets with Basic Attacks: 4%/6%/8%/10%/12% AD Bonus Damage to Painted Targets with Double Kick Combo: 8% of the skill's damage

#E - Wall Vault

(Active) (First Cast) - Launches herself forward. If she comes in contact with a wall, she will launch herself off of it in the opposite direction, repeating this effect every time she launches herself into another wall. Drains more energy every time she dashes consecutively.

If she runs into a champion, she will perform a tripping attack, leaving the target stunned for 1 second.

(Re-cast) - Ends her dash with a short slide, knocking enemies in her path into the air and dealing damage based on vaults performed.

Damage on Kick: 40/60/80/100/120 Physical Damage Damage Amplification per Vault: 4% Battery Cost: 1(2%)/2(4%)/3(8%)/4(16%)

#R - Heel Hammer Kick

(Active) - Rae vaults over her target enemy champion before smashing it to the ground with her heel, creating a outward traveling shock-wave that knocks up all enemy champions struck by it, dealing less damage with each subsequent wave.

Damage: 120/250/380 Physical Damage Damage Fall-off per Wave: 14%/10%/6%/2%/0%

Maybe stick a revive passive in there somewhere and um, maybe make her ult true damage, also make her grenade stun like the DONGER.

I'm studying Multimedia at the moment in University and one of our final projects for 3D Modeling is to create a person. Okay, first things first. Ult? 800 radius knockup? To put things in perspective, Veigar's E is 375 radius. I recognize that numbers will be changed, but that's just not even a reasonable thing to consider. Also, I would say it's too similar to Malphite's ult even if you use reasonable numbers.

Her E states that the battery must be in "draining" mode, which is not mentioned elsewhere.

Her W has a... 3% AD ratio? Seems really low unless it's going to be % HP damage. Also, it doesn't seem like a very useful ability since it only interacts with one other ability and all it gives is 8% extra damage on that ability +4% damage on auto attacks. If you're going to make an ability combo, it's okay for it to be strong.

Her boots only mentions any form of regenerating the battery for the final upgrade. Do the other levels not regenerate at all until you return to base? Also, are the numbers for them cumulative or absolute? The final upgrade says it grants +150 battery... and that Battery maxes at 400. Does she get Battery per-level too?

So suggestions from that:

I don't see the paint as being core enough to her story to justify being a core mechanic to her kit, but I like the way it could play out. Maybe just play it up a bit more in the story, with her painting something before stealing it or something, then it would be more appropriate to take a large focus in her gameplay. For specifics, I would say that tying it to all her CC would be good. For example, her Q would keep the initial dash and knock back, with the damage much more frontloaded than your numbers, then the second kick only goes off on a painted target for a little more damage and the knockup. Her E would slow instead of either the stun or knockup normally, but against a painted target the slow would become a stun. Her ult would be targetted, and would only CC that target unless it was painted, in which case it would knockup in AoE as well. If you combine all of that with a W that has a pretty long cooldown and have it disappear after a CC is applied, but which can be cast even during the animations of her other abilities, then it would keep her from being too strong with chain CC and instead allow her to have very reliable CC popping out of fog of war with a paintball already in the air. It also gives her some more options for how to use it; if she uses it before hitting an ability then she gets CC, but if she gap closes with her high mobility and uses the paintball after, she gets the bonus damage on her auto attacks (more than 4% I recommend) for extra power and can CC later unless the target gets away.

Now for her story.

To be blunt, it solves too many problems, and makes up too much information that was previously "intentionally left mysterious". Too closely intertwined with Vi's past, which is mysterious and not precisely explained even during the time after she got amnesia (Ekko's interaction quotes seem to indicate she was in Zaun at some point, though Riot hasn't clarified if that's actually the case, or when she left, or if maybe it's just an artifact of their new geography which plans to make Piltover and Zaun become so close together that their suburbs overlap and thus it's reasonable for people from each city to know each other really well...) and they never actually described her as a master mechanic; the only thing she ever built were her gauntlets. I'm guessing Riot already has some sort of plans for "C" and having this character be C would throw all of those out the window, and also waste a perfectly good opportunity to have a character with "master thief" as a core theme rather than "kick stuff, disregard authority". It's also just unnecessary, she's a perfectly fine character without also having her be the best thief ever.

Even beyond all that, the Watchers are still super secret and nobody knows anything about them even within the Freljord. There is literally no reason Caitlyn would know or care about them. I know you didn't mention it in the actual lore and it could just be seen as Caitlyn recruiting a criminal again, but having that as your reasoning behind the recruitment doesn't make sense.
