Idea for a Champion

(garbage English incoming) OK, so I had an idea for this couple of weeks. I thought of a champion that could "steal" abilities. Even though that could be kinda overpowered, I think it's a good idea since we didn't had a mage since last year. I think the lore could be kinda secret kinda like Shaco. He could be like an a shaman from an ancient tribe. His Q could be like an AOE damage spell that slows, his W could be an ability to damage enemies or support his allies, his E could be kinda like an E charm that fears them and steals mana. And finally his Ult were he could steal the abilities for a short amount of time.

By the way, it's my first time doing this so tell me what do you think!

It sounds like a great idea. If they do have an ability like that, it would be should be the most recent ability used by the enemy and they wouldnt be able to use it for that amount of time that he has it. (I'm imagining the team fights that would ensue if a champ had that as an ultimate ability xD)

I was also thinking that the champion should have some stacking so he doesn't get the enemy ability super often. So what I'm thinking is that this champ would "steal" the ability , I don't know four times (?), with the mana that comes with it, then he will be able to use it.

If it does stack, it should only be able to steal the ability from a champ every 60 secs or so. but it should be the most recent ability used so that the enemy champion cant use it in team fights. After it stacks, the CD should be like a regular ultimate CD (75s/ 60s/ 45s) that way it cant be spammed.
