Samaire, the True Assassin
Hello folks. i recently had the idea of creating a champion that uses Fog of War as a resource which refills only when she cannot be seen by the enemy. this was just a random side idea not connected with a direct champion idea, but since i really like it, i wanted to try and build a champion around it. ofcourse it has to be an assassin, or else the shadow/unseen theme would go to waste. also, i want to have an assassin in the game who relies on auto attacks, close combat and actually having to walk instead of flying all over the map. this assassin is made for picking off stragglers, not to assassinate people in teamfights. her laning is mediocre to weak and her teamfighting is very situational and can be near useless. her power is dueling other assassins and ADC's 1on1, thus making her the perfect champion to splitpush against and catch champions such as zed, fizz, tryndamere, master yi and all ADC's who "need 200 gold for last whisper". she could possibly be the strongest 1v1 duelist in the game, tho since she relies heavily on melee combat, has no jumps and has no BURST, thus takes time to kill people, it shouldnt be overpowered point&click oneshot assassination like from current assassins. this is a new concept to make assasins healthier. i dont know if i succeeded at it, but here it goes:
disclaimer: since im no expert at per-level statsgain, i leave out the stats part. i also was too lazy/didnt care to write a lore. also, some of the ability ideas have been inspired by champion-suggestions i saw on the forum. if you find your idea resembling mine, congratulations, you inspired me.
Passive - Affinity for Loneliness: Samaire uses Fog of War as her resource. Her Resource bar is Darkblue and can hold a maximum of 100 Fog. Whenever she is not seen by the enemy, her fog regenerates at 5(1+ ramping up over time) per second. this means, the first second, she regenerates 6, then 7, then 8, then 9, then 10. this regeneration cannot surpass 16 per second. after being revealed, she still regenerates for one more second.
Whenever she takes damage from any source, the cooldown of her Shadowstep is reduced by 1 second as long as she has no stacks left. this can only occur once every 0,5 seconds.

(i.e every minion hit by the cloud does not provide vision to the respective team for 4 seconds, affecting enemy and allied minions alike)
if the target of the spell was a champion, all vision provided by that champion (including wards, blue trinket, ashe arrow etc) does no longer count as revealing her, thus letting her regenerate Fog. the radius in which minions no longer grant vision is 1000/1300/1600/1900/2200
in addition, all damage dealt to her by the target is initially reduced by 10/20/30/40/50%. half of the reduced damage being applied to samaire after the duration of anguish ends. (i.e. she uses level 5 anguish and recieves 100 damage from her target. she only takes 50 points of damage plus 25 points after anguish ends, effectively reducing damage from a target by 25%)
note: im uncertain about this ability as for now. originally designed to give her an edge over champions with either burst or simply more steroids than her. i dont want to give her any more steroids or damage boosts than the one she has on pursuit because i want her to not be a bursty assassin but rather have to fight and outplay her enemy by smartly using shadowstep.

active: Samaire dashes to the target and slashes it with both claws, dealing 150% AD as damage and applying on-hit effects twice, previously marking it with "pursuit". subsequent auto-attacks dash to the target in the same manner, dealing bonus damage and slowing the target. auto attacks deal 50% of the targets armor (before penetration) as bonus physical damage and slow the target by 40% for 1.2 seconds. Pursuit lasts for 3 seconds. cleanse and QSS only remove the slow, not the pursuit debuff.
Note: this is her primary ability to stick to enemy champions and damage them, since she has no other steroids or damage spells.

Cost: 24 Fog Effect: Smaire turns invisible for 1 second, gaining 100/125/150/175/200 bonus base-movementspeed and immunity to physical damage as well as slows (all slows are still being applied fortheir remaining duration once the shadowstep ends). the bonus movementspeed is doubled when used at full fog while not being detected by the enemy. if she attacks an enemy within 1.7 seconds after activating this ability, she will appear behind unit.
this ability can hold up to 2 charges and samaire gains one charge every 8 seconds. this can be reduced by cooldown reduction.
Note: this is a very strong gapcloser if used from fog of war and stays relevant in combat. it is also possible to use this as an escape tool, tho since she can not pass over terrain, nor dodge target abilities with it, i would not consider it oppressing. also, after a quick burst of speed, the cooldown is long enough to chase her down.

Cost: Area: 450 (amumus ultimate is 550) Effect: Samaire creates a sphere of darkness around her, silencing all champions within for 2 seconds, including her allies, with the exception of herself. the border of the sphere functions both as windwall and as impassable terrain, meaning you cannot leave the sphere in any possible way. it is possible to flash/dash/teleport inside the sphere, tho, but you will still be silenced for 2 seconds immediately upon entering.
every champion inside the sphere gets his minimap blackened and loses vision on everything beyond the spheres borders. every champion outside of the sphere has no vision on the inside and cant gain vision in any possible way (blue trinket, wards, ashe arrow etc.) those effects apply to samaire aswell.
while inside the sphere, she regenerates fog at maximum rate (16 per second) even when seen by enemy champions inside the sphere. this regeneration stops immediately when the sphere disappears and does not last one additional second. she can cancel her ultimate by recasting it. the sphere lasts for 4 seconds
Note: the sphere stays at her casting location and does not move around with her.
