Fulgern - The Last Ampereian (Champion Concept)

I just feel like we need a Lightning themed champ, and not a third void monster.

Q- Static Shock 60/75/80/90/100 mana Fulgern sends out a lightning bolt to a target, silencing them for 1.5 seconds and applying magic damage.

W- Pulsar 60/70/80/90/100 mana

Fulgern sends a Pulse of electricity to a single target, and pulsating out to at most 3 other targets, doing less damage to secondary targets.

E- ElectroShield 70/75/85/90 mana

Fulgern applies an electromagnetic shield to him or any allied champion, increasing magic resist and armor.

R- GigaWattRay 75/90/110

Fulgern sends out a powerful ray of electricity, stunning the target for 2.5 seconds at max rank, and applying massive magic damage.

I came up with this on the fly, the names and some abilities could use tweaking, but please comment if you like the concept!
