How come Riot's own 'Dark Child' Annie been ignored for the Harrowing and Arcade skins?

Simply put: the Dark Child of League of Legends has been ignored this Harrowing!

Jinx? Pantheon? Nunu? These champions aren't dark in any sense of the term! Yet, they're all getting love.

Annie, Nocturne and maybe another champion or two seem to have darkness in their pixelated DNA! I know you guys released the Frankentibbers skin and I love it! This is just the time of year the Dark Child should shine!

For an idea of an Annie Harrowing skin off the top of my head I'm thinking an homage to Sam from the Halloween classic film 'Trick r Treat' would be perfect.

Annie got Frankentibbers Annie same year as Bewitching Nidalee, 2013 if I'm remembering correctly, and not only did Nocturne get a Harrowing skin Season 1, but the whole map was visually changed for the Harrowing and had different effects that would ONLY play if you were playing him WITH that skin, for example there were 3 coffins around the map, and if you walked near them as him, the coffins would open, showing 3 different champion concepts that Riot was tossing around that had been scrapped. The plant man, who later turned into Zyra, and Taboo (Tabu?), who hasn't been reworked into any champions, but basically he was a voodoo witchdoctor, and I forget the third one.

except most champions wont get multiple skins for the same holiday judging from riot's skin history plus annie actually has the most skins in the game right now so i doubt many people would be happy with another one. and another point skins aren't necessarily supposed to stay true to a champs theme some of them are supposed to change the champ entirely.
