Why almost all of Twitch's skins are unavailable?

I really hate it that all of his skins are legacy and only 2 lame are available to buy, he is the only champion with so many unavailable skins

Just gotta wait till they come out of the vault, or press your luck with Mystery Gift to get the currently unavailable skins!

I think it is because most of his legacy skins are unappealing and don't offer much change to how he looks, similarly to why Kennen has so many legacy skins. I do like whistler village twitch tho
