Dynasty Ahri isn't dressed as a school girl she's actually wearing a variation of a Hanbok, which is a type of traditional Korean formal wear.

To the average joe (me) it seems like she is getting a second school girl outfit. I thought the same thing as the OP. It is a nice skin though.
Yep, rather odd that she's getting 2 schoolgirl skins. 2 skins that evoke the same trope is a HUGE waste.
