thoughts on how to balance teleport

My thoughts are to have a neutral camp at baron pit that gives a buff the the person who kills it pre 20min. I feel this would help top lane and jungle to have more reason to stay top side and not burn tp to have 10 people bot side at 5 min. please let me know what you think about this idea.

Edit 1: small buffs to help the person who gets it and is non transferable. It also helps with lane swapping.
