Because I know I wont make money out of my fanfiction and I know that Riot games will never use it. So at the end I just hope that someone would appreciate my work. So why do you post on the bards if you know that Riot will own your account if you do?
fanart has literally nothing to do with it. Riot just doesnt want people saying an idea should be in the game and then trying to take credit/make a legal issue of it when they add it regardless of their suggestion. As they also said in the picture you posted.
