Edit: Added a minimum range to ult to make it feel less of an op fiddlesticks ult

Edit: Nerfed damage numbers for Q skill and gave the Mesmerized mark a decaying slow so they dont become too overbearing to be hit by

Edit: Renaming of ultimate skill and other tid-bits for clarity

Hey guys, so this is my second attempt at recreating one of my earlier concepts of Cyril, The Hextech (insert name of performer status) (https://boards.na.leagueoflegends.com/en/c/skin-champion-concepts/UnnYwTUR-champion-concept-cyril-the-hextech-puppeteer) I've decided that I wanted to re-tune his concept to be more matching of both his skills and theme since my last iteration introduced him as a puppet master with technically no controllable minion interaction. So please note that I may have borrowed some of his earlier skills and lore themes and made new ones so they would feel more cohesive and new. As always, feel free to comment on what you like and don't like about his new look, I would like the feedback a lot.

Now then, let me introduce you to...

Cyril, the Hextech Entertainer

Lore: Creative and cunning, Cyril Bannon is an amateur stage magician who uses his knowledge and own brand of hextech devices in order to dazzle his audiences in clever and unorthodox ways. As the newest Prime Intelligencer to one of Piltover's oldest known clan's, Cyril takes his job very reluctantly as he only uses the title as a means to protect his older sister from harm while pursuing his true dreams of being an entertainer. This dangerous ploy puts Cyril at risk against Camille, the Prime Intelligencer from rival Clan Farros. Although he sees bloodshed and deceit as barbaric and unnecessary, Cyril is hesitantly willing to do what he must if it means it will protect his loved ones from danger.

Character Description (I can't draw that well so if someone wants to draw this, feel free to message me!)

  • early, mid 20’s
  • 5’9”, lean build
  • Short black hair
  • A black and gray half-mask that covers the whole right side of his face
  • Tiny bit of a goatee
  • Wears a black beanie with a pin that belongs to his sister
  • Formal wear with the addition of shoulder pads, knee pads and combat boots
  • Long flowing olive green cape with gold accents
  • A pair of olive green gloves with a diamond-shaped hextech crystal embedded on the back sides of each glove (color pallate imo: Black, Grey, Olive Green, Gold)

In Game: Cyril acts as a battlemage/high-pressure poke support as he uses his hextech gadgets to leave his enemies dumbfounded and enhance his team.

Base Stats Health: 520 (+75) Health Regen: 5.42 (+0.55) Mana: 360 (+50) Mana Regen: 9 (+0.7) Ranged: 550 Attack Damage: 51 (+3) Attack Speed: 0.625 (+1.36%) Armor: 24(+3.4) Magic Resist: 30 (+0.5) Movement Speed: 330

Passive: Amaze the Crowd Cyril’s abilities are able to mark enemy champions as Bewildered or Mesmerized. These marks last for 4 seconds and cannot be cleansed in any way. Enemy Champions marked with Mesmerized receive a 30% movement speed slow that decays over time for the duration of the mark. Cyril also gains bonus movement speed if he’s close to enemies marked with either Bewildered or Mesmerized.

Bewildered: 10% bonus movement speed Mesmerized: 20% bonus movement speed Range of Activation: 700 units

Notes: Multiple enemies that are marked do not stack or add on to the movement speed buff and Mesmerized will always have priority over Bewildered when applying said buff.

Q: Up My Sleeve Cyril's Q acts in a three cast system and goes on cooldown once the third cast is made or the cast window is exceeded. The second and third cast cost no mana. Up My Sleeve's attack pattern also changes depending on which active Passive marks on enemy Champions are nearby.

Initial or Normal Cast: Cyril releases a hextech pigeon to a target direction that detonates on the first enemy struck dealing magic damage in a small area. Enemy champions struck are left marked as Bewildered.

Bewildered Cast: With a wave of his cape, Cyril sends out a hextech horse in a target direction, dealing magic damage to all enemies struck. Enemy Champions struck are left marked as Mesmerized.

Mesmerised Cast: Cyril lobs a confetti ball to a target location. The ball explodes with confetti dealing magic damage and stunning all enemies struck for 0.5 seconds. Enemies marked with Mesmerized will be stunned for 1 second.

Cast Window: 6 seconds Cooldown: 7 seconds Cooldown between Casts: 0.5 seconds Range: 850 Mana: 60/65/70/75/80 Pigeon Magic Damage: 50/60/70/80/90 (+30% AP) Horse Magic Damage: 60/80/100/120/140 (+40% AP) Confetti Ball Magic Damage: 70/100/130/160/190 (+50% AP) Confetti Ball AoE Radius Size: 150 units

Notes: If an enemy marked with Bewildered and an enemy marked with Mesmerized are both near Cyril, Mesmerized will always have priority in terms of changing the attack pattern of Up My Sleeve.

0--------------------------------------------------------------------------------------------------------------------------------------------------------------0

W: The Stage is Yours Cyril lobs a hextech spotlight drone to a target Ally Champion which tracks them for 4 seconds, granting bonus magic damage on their next 3 basic attacks. Landing all 3 attacks on the same Enemy Champion applies a mark of Mesmerized. Allied champions also gain Cyril’s Passive’s movement speed interaction for the duration. If Cyril casts the spotlight on himself, his Passive’s movement speed buff values becomes doubled for the duration.

Cooldown: 10 seconds Range: 800 Mana: 55/60/65/70/75 Magic Damage per hit: 25/40/55/70/85 (+20% AP) Total Magic Damage: 75/120/165/210/255 (+60% AP)

0--------------------------------------------------------------------------------------------------------------------------------------------------------------0

E: Optic Illusion Cyril sends out a hextech prism in a line that stops on the first Champion hit. Ally Champion: the prism shields them for 4 seconds while also radiating an aura that constantly applies a mark of Bewildered to nearby enemy Champions. Enemy Champion: the enemy is slightly knocked back and the device flies back to Cyril and shields him for 4 seconds while also granting the same aura.

Cooldown: 10 seconds Range: 700 Mana: 70/75/80/85/90 Shield Strength: 80/120/160/200/240 (+50% AP) Aura Radius: 200 units

Note: The prism causes the affected champion’s color palate to look black, gray and white. Also, the debuffing aura only lasts as long as the shield itself holds up.

0--------------------------------------------------------------------------------------------------------------------------------------------------------------0

R: Show Stopper Cyril channels for 1.5 seconds to produce a untargetable hextech cannon at his current location that lasts for 8 seconds. Over the next 6 second’s, the cannon’s range increases up to a cap. Cyril may reactivate this skill to cause the cannon to shoot a party ball at a target location within the cannon’s range. The party ball explodes, releasing hextech pigeons and dealing magic damage to all enemies in the area and marking enemy Champions with Mesmerized. After 1 second, the pigeons in the area explode with confetti, dealing the same magic damage again and stunning all enemies in the area for 1 second.

Cooldown: 120/110/100 seconds Minimum Range from Cannon: 1500 Maximum Range from Cannon: 4000/5000/6000 Mana: 100 Instance of Magic Damage: 75/125/175 (+30% AP) Total Magic Damage: 150/250/350 (+60% AP) AoE Radius: 500 units

Notes: All champions will be able to hear when Cyril first spawns his cannon and all players can see the cannon’s range as it grows. The cannon itself also lasts for 8 seconds, which gives a 2 second window to cast at max range. Otherwise, the cannon despawns and skill goes on cooldown as normal.

I don't think you hit the theme right for the abilities. How is his ultimate The Prestige, when its specifically a 3 part system

This spell is way too powerful. Super low cooldown, solid range, applies a 30% slow for 4 seconds with each hit (which makes the rest easier to land), gives you 10-25% movement speed during the time, has an AoE stun, and...well, let's take a look at that level 1 damage.

70+150+50, for a total of 270 damage at level 1, on a 7 second CD, with hard CC.

At 5th level it deals 170+250+150, for an absolutely insane total of 570 base damage + 185% AP, on what can easily be a 4.2-4.9 second cooldown (assuming 30-40% CDR, which this guys wants with his low cooldown spells and good Lichbane interaction).

That ability just does too much too well.

Frankly, it's a good concept. I like the constant interaction between his passive, the rest of his kit and his allies/enemies. However, a 500 unit wide stun area from 6000 range, combined with a slow, is pretty OP IMO. Especially combined with his Q. Maybe you want to put a minimum range on that cannon too. Otherwise I like it as a whole. Even the support parts of his kit have a connection with his lore. Good job so far.
