Edit : Added Base Stats, Champion Dialogues and did some refinement to skill notes.
Champion Pick: "It's time I step into the spotlight for a change."
Champion Ban: "Very well, combat isn't really my forte anyway."
Lore (very rough outline) Growing up, the young Cyril Bannon always knew that he would be raised to take up leadership in his clan. Clan Bannon has existed within Piltover ever since it's inception and with it came a long line of renowned engineers and architects that assisted in making Piltover what it is today. Cyril's parents wanted him to be able to make his mark on the city just as they did, whether it be the creation of an invention or a building; Cyril on the other hand had no interest in being famous for that. Cyril was always a very hyperactive boy growing up so it wasn't obvious to say that he got bored with the tedium of studying what his long family heritage grew up on. In fact, he was more interested in creating no-purpose toys that brought amusement to his friends much to the annoyance of his parents and tutors.
What Cyril's friends enjoyed most from his creations were his puppet dolls that he used to put on shows and do tricks with. Whether it be his model of a knight or princess or even one of his various model animal, Cyril saw each of his creations as if they were his own children and cherished every one of them. During one of his sessions with his tutors, he came upon the subject of Hextech crystals and became curious as to wonder if he could apply this material to his puppets. Through the connections of his lineage, he was able to easily obtain a crystal and quickly began his work. The result of this was the creation of a hextech baton that he used to sync to his puppets so they could move and act from a distance. Cyril's puppetry skills grew and he started to put on shows for more and more people. When his parents realized what their son had become, they were both proud and concerned. They warned him that there will be those that will seek to steal his work and use it for darker purposes other than simple entertainment. Cyril took his parent's words to heart and mastered his craft so that he can use it to both entertain and yet defend himself and his friends and family.
In-Game In game, Cyril acts as a ranged mage support, using his puppets to apply long-ranged damage and marks for crowd control while also aiding his allies in battle with shields and enchantments.

Magic Resist: 30 (+0.5)
Movement Speed: 330
Passive (P): Mastery of the Craft Cyril's abilities apply marks on enemy Champions and grant him 5% bonus movement speed for each mark on enemy champions that are near Cyril. All of Cyril's abilities can also be casted while moving.
Range: 700
Notes: This passive helps Cyril kite and chase down opponents if he can successfully land abilities and apply marks. Cyril gains this stacking movement speed buff for EVERY mark that is on every enemy champions that is near him. For example, landing both the dog and cavalry marks from his Q while also tagging 3 people with the princess aura from his E gives him 25% bonus movement speed.
(Q): Puppet Assault Cyril's Q acts in a three cast system and goes on cooldown once the third cast is made or the cast window is exceeded. The second and third cast cost no mana. Puppet Assault's attack pattern changes once certain skills are hit as well.
- Initial or Normal Cast (Dog): Cyril sends a Dog puppet out in a line dealing magic damage to the first target hit. The dog stays on the target for 3 seconds dealing magic damage to it and following it giving True Sight. Enemy Champions hit by the dog are marked for the duration. Marking a Champion changes the attack pattern of the skill for the duration of the mark.
"Mark!" "Find your target!" "Over there!"
- Dog-Marked Champion Cast (Cavalry Knight): Cyril sends out a Cavalry Knight puppet in a line dealing magic damage to all targets hit and stopping on an enemy Champion. Cavalry Knights stay on enemy Champions for 3 seconds dealing magic damage, giving True Sight and also marking them for the duration. Marking a Champion changes the attack pattern of the skill for the duration of the mark.
"Charge!" "Run them down!" "Pierce through!"
- Cavalry-Marked or Dragon-Marked Champion Cast (Confetti Bird): Cyril sends out a Bird puppet in a line that stops on the first enemy Champion hit. The bird explodes with confetti, dealing magic damage and stunning all targets in an area. The initial stun lasts for 1 second. Enemy Champions that have any of Cyril's ability marks have the stun duration increased on them by 0.5 seconds per mark.
"Fly!" "Surprise!" "Boom!"
Cast Window: 6 seconds Cooldown: 7 seconds Cooldown between Casts: 0.5 seconds Range: 850 Mana: 60/65/70/75/80
- Dog Initial Magic Damage: 30/35/40/45/50 (+15% AP) Dog DoT Magic Damage per second: 20/25/30/35/40 (+10% AP) (Full Dog Damage on Target: 90/110/130/150/170 (+45% AP))
- Cavalry Initial Magic Damage: 50/55/60/65/70 (+20% AP) Cavalry DoT Magic Damage per second: 40/45/50/55/60 (+15% AP) (Full Cavalry Damage on Target: 170/190/210/230/250 (+65% AP))
- Bird Magic Damage: 100/110/120/130/140 (+70% AP) AoE Radius Size: 150
Notes: This is Cyril's bread and butter skill and rewards players who manage to efficiently mark their targets with abilities through the potential to have a very long Confetti Bird Stun. Note that the skill doesn't require that a champion have both the Dog and Cavalry mark in order to use the Bird Cast; the skill change only requires that a certain mark is active: Dog Mark activates Cavalry Cast. Cavalry Mark takes priority over Dog Mark and activates Bird Cast. These skillshots can also travel over walls and are treated as projectiles for Yasuo wall and Braum Shield.
(W): Archer's Assistance Cyril brings an Archer puppet to his side or lobs one to a target ally Champion which aids in their next 3 basic attacks. The archer's attacks deal magic damage and apply an Archer's mark on the target for 2 seconds.
"A little something from me!" "Some extra fire power!"
Cooldown: 10 seconds Range: 800 Mana: 55/60/65/70/75 Archer's Aid Duration: 5 seconds Magic Damage per hit: 25/40/55/70/85 (+20% AP) Total Magic Damage: 75/120/165/210/255 (+60% AP)
Note: This is to aid both you or your lane partner in dealing damage while also being able to apply marks for your confetti bird stun. This also helps you in lane in trying to CS or do some easy lane trading.
(E): Princess Blessing Cyril sends out a Princess puppet in a line that stops on the first Champion hit. If the Princess makes contact with an ally Champion, she shields them for 4 seconds while also radiating an aura that slows nearby enemies and applies a Princess mark as long as they are in the slowing aura. If the Princess makes contact with an enemy Champion, she runs back to Cyril and shields himself for 4 seconds while also granting the slowing aura.
"May she guide you!" "Whoops! I'm sorry."
Cooldown: 10 seconds Range: 700 Mana: 70/75/80/85/90 Shield Strength: 80/120/160/200/240 (+50% AP) Slow: 30%/35%/40%/45%/50% Aura Radius: 200
Notes: This is probably the first skillshot shield that has existed within League of Legends. Using this preemptively and applying it on an initiator before teamfights guarantees that you will have at least 3 marks going in the middle of a fight and thereby giving you stacks for your passive and the needed marks for your Confetti Bird stun. The bounce back from enemy champion hits means that Cyril can trade and out duel opponents if he manages to receive the shield himself. She is treated as a projectile in the initial cast and bounce back for Yasuo wall and Braum shield.
Ultimate (R): Knight's Charge Cyril briefly channels for 0.5 seconds then sends out 3 Dragon Knight puppets in a cone dealing magic damage to all targets hit. Each Dragon Knight stops on an independent enemy Champion and briefly knocks them up. Dragon Knights stay on their enemy Champion for 4 seconds dealing magic damage, applying True Sight and applying a Dragon Knight mark. These marks activate the Confetti Bird cast on Puppet Assault (Q) for the duration of the mark. Enemy Champions cannot be hit by multiple Dragon Knights and Dragon Knights also pass through enemy Champions that already possess the Dragon Knight mark.
"Behold my greatest creations!" "End of the line!"
Cooldown: 120/110/100 seconds Range: 900 Mana: 100 Dragon Knight Initial Damage: 50/70/90 (+20% AP) Dragon Knight DoT Damage: 25/45/65 (+10% AP) Full Dragon Knight Damage: 150/250/350 (+60% AP)
Notes: Landing this ability on an enemy Champion means that you have the chance to send out three Confetti Birds from your Q and thereby create a very long stun chain though the existence of the Dragon mark. They are treated as projectiles for Yasuo wall and Braum shield.

Example Support Build:

Taunting an enemy Annie: You wanna see a trick? I'm pretty sure I have a bear somewhere on my person, hold on.
Taunting an enemy Aurelion Sol: Wow, you're much larger than one of my puppets.
Taunting an enemy Blitzcrank: If only my puppets could achieve sentience themselves.
Taunting an enemy Caitlyn: I'm sorry officer, did I do something wrong? I swear I didn't steal this crystal, I... found it...
Taunting an enemy Camille: Jeez, no wonder people call you the Gray Lady, you're too serious. My parents told me that Clan Farros helped find Hextech crystals, I should be thanking you really. Progress shouldn't always be a product of invention, I should know.
Taunting an enemy Ekko: Be real with me, how many time-related jokes have you actually done in your multiple lifetimes.
Taunting an enemy Heimerdinger: Oh professor! I was wondering if you could help me with a project I was working on.
Taunting an enemy Jayce: So is it a cannon-hammer or a hammer-cannon? Hey Jayce, I was wondering if you could look at my baton for a second.
Taunting an enemy Jhin: You give artistry a bad name. I should kill you where you stand, but that wouldn't be right.
Taunting an enemy Orianna: You know, your father would be proud of what you became. I know your father, he's a good man.
Taunting an enemy Vi: I'm sorry officer, did I do something wrong? Please don't hit me, I swear the puppets did it.
Taunting an enemy Sona: Hey there Sona, you interested in doing a collab?
Taunting an enemy Viktor: Was it you that my parents warned me about? You can try to pry my work from my cold dead hands, and even then I wouldn't let go! I know of your revolution Viktor, I will not come with you!
Taunting an enemy Ziggs: You know, the thought never occurred to me to use bigger pyrotechnics, maybe you could help me.
